16、9 2 年我国 成为联合国 儿童权利公约签订国，并且发布了 九十 年代中国儿童发展规划纲要至今，我国儿童生存、 保护和发展取得了历史性的进步，儿童整体素质发展接近全球目 标。进入2 1 世纪， 我国政府提出了 中 国儿童发展纲要 ( 2 0 0 1 - 2 0 1 0 ) ) ，再次重申了坚持 ，“ 1 L 童优先”原则，根据我国 儿童发展的实际情况，以促进儿童发展为主题，以提高儿童身心素质为重点， 以 培养和造就2 1 世纪 社会主义现代化建设人才为目 标。 2 0 0 0 年1 2 月，国务 院新闻办公室发布了 中国2 1 世纪人口与发展白皮书， 其中就儿童问题指出: “ 动员全社会关心帮 助 女童、 残疾儿童、 特困 儿童。 ” 2我国目 前针对残疾儿童的人口统计数据还不完善，但是从目 前我国各地儿 童福利院 所收养的 残疾儿童迅猛增加的数量中， 就可窥见到近年来我国 残疾儿 童数量正有增加的 势头。 2 0 世纪8 0 年代末对全国儿童福利院收养的孤儿与弃儿 的数量统计结果为5 0 0 0 -6 0 0 0 人，到本世纪初
