1、 在在职职攻攻读读硕硕士士学学位位研研究究 生生学学位位论论文文开开题题报报告告山东山东青州市小型农田水利设施投资问题研究青州市小型农田水利设施投资问题研究 摘摘 要要农业基础设施是农业生产的物质载体，它是影响和制约农村经济以及社会发展的关键因素，它是提升农业综合生产力，建设现代农业的基础，其发展有着极其重要的意义。一个地区农业基础设施的供给情况直观体现出该地区农村经济的发展水平和农民的生活水平。农业基础设施建设直接对农业生产力的综合水平和农业生产发展程度造成影响，对于现代农业的建设，提升农业综合生产力有着十分重要的作用。在农业生产的整个过程中，土壤、化肥等生产要素和生产资料严重依赖于水利设施
2、条件，所以水利设施是农业生产经营活动的重中之重，对农业生产水平起着决定性的影响和作用。推进农村的水利设施建设，能够有效提高我国农业的综合生产能力，进一步增加农民收入，进而更好地解决我国在建设新农村过程中遇到的“三农”问题。为此，本文在公共产品投资理论基础上，以青州市小型农田水利建设投资为案例展开我国小型农田水利建设投入问题，对各方投资小型农田水利设施建设的可行性以及相关制度展开研究，从而进一步探讨小型农田水利设施的投资模式存，同时本文还对影响农户投资小型农田水利设施建设积极性的障碍因素，最后提出一系列关于积极鼓励和引导农业基础设施投资机制的合理政策和建议。关键词：小型农田，农田水利；项目；投入
