1、 全球气候问题论文：全球气候问题与中美气候外交全球气候问题论文：全球气候问题与中美气候外交【中文摘要】随着工业化的深入和科技的迅猛发展,人类改造自然的能力日益增强,全球气候受到的影响也日益显著。气候问题不仅影响了人类的生存环境,也成为国际政治领域的重要议题,深刻影响着当今世界的国际关系和国际政治格局,与气候变化问题相联系的气候外交也成为当今国际关系中的热点。在无政府状态下,国际社会,主要是主权国家就气候治理问题开展的一系列多变和双边的外交活动构成全球气候外交。在国际气候谈判的过程中,主要形成了以南北双方间的矛盾为主流,欧盟,美国、日本、澳大利亚等伞形国家和“七十七国集团加中国”三足鼎立的局面,
2、围绕减排承诺、资金技术转让和适应气候变化的能力建设等主要议题展开博弈和争斗。中美两国作为世界上最大的发展中国家和唯一的超级大国,随着国家的发展,由气候变化所造成的一系列危机逐渐成为影响经济、安全的重要问题。因此,两国政府都制订了应对气候变化的政策,采取了治理行动,同时积极参与全球气候外交活动,并发挥着重要的影响作用。两国在参与气候外交的过程中,各自的政策立场也随着国家利益诉求、国际局势的变化而不断调整。双方因此在能源和治理机制等方面开展了不少双边和多边的气候合作。但是由于国家发展战略的差异,以及由中国实力上升所引起的权力结构的变迁等因素,美国对中国的猜疑和遏制始终存在,双方的战略互信还有待提高
3、,两国在气候外交的主要议题上仍存在很大分歧。随着全球化的不断深入,各国间相互依赖的程度不断加深,伴随全球化而产生的一系列全球性问题也需要国际社会的共同努力加以解决,全球治理应运而生。在针对气候变化问题的治理过程中,国际社会制订了相关的治理规范和机制,对参与治理的行为体构成一定的约束,也使得气候谈判虽然进展缓慢,分歧严重但各国仍在不断努力推进气候治理进程的向前发展。具体对中美而言,由于两国在国际社会中至关重要的影响力和举足轻重的国际地位,积极开展气候合作对推动全球气候外交发挥着重要的作用。由于中国自身在经济发展和气候保护方面处于两难的境地,面临着国际国内巨大的发展和舆论压力,在未来的发展战略定位
4、和选择中,要注意灵活应对,适当调整立场提高谈判技巧,发挥自身的国际影响力肩负起大国的国际责任,同时警惕美国等西方国家的遏制政策,确保国家的发展权利和空间。【英文摘要】With further development of industrialization and technology, and the growth of human ability of transforming nature, the impact on the global climate is increasingly significant. The problems of climate change, not o
5、nly influence human survival environment, meanwhile, have become an important issue in the field of international politics, pose a challenge to national security and international relationship, so climate diplomacy also become the contemporary hot spot during the international relationship.Climate d
6、iplomacy has its special connotation and meaning, all participants in the subject of climate control between the diplomacy activities can be regarded as climate diplomacy component parts, this article mainly studies the climate change positions and behaviors in the global climate governance actions
7、from the view of sovereign nations.China and American, as the worlds largest developing countries and the only superpower, along with the development of the country, had been caused a series of crisis by climate change, climate change become the important factor that influences economic and safety.
8、Both of the two governments made climate change policies, adopted governance actions, participated in the global climate diplomatic activities,.and played an important influential role in climate diplomacy. Because of Sino-American greenhouse gas cumulative emissions is 40% of the world total emissi
