1、国防科学技术大学研究生院公共管理硕士学位论文 第 I 页 摘摘 要要 “建设现代化武警”是新时期下武警部队的建设要求和发展方向，信息化建设是建设现代化武警的主要内容，近年来，武警部队信息化建设发展迅速，基本构建了以 “三网一系统” （有线网、无线网、卫星网和机动通信系统）为主要内容的基础通信网络体系。随着总队信息化建设的全面展开，信息化建设项目采购工作正紧锣密鼓地进行着。2009 年，总队投入信息化建设经费 2500 万元，2010年又投入经费 5500 万元，资金投入的增加意味着采购工作量的加大。采购管理工作的正规、公开和高效的运行将直接影响总队信息化建设的成效和资金的使用效率。因此，研究总
2、队信息化建设项目采购管理对于丰富武警部队采购管理理论体系和改进采购管理工作具有重要的理论意义和现实价值。 本文重点探讨三个问题：一是总队信息化建设项目采购管理的现状研究。主要采用实证调查与分析，依据从事岗位不同，分别对项目主（分）管人员、设备采购人员、设备使用人员、项目监管人员、设备维修人员和其他人员的满意度调查结果进行了统计，并对统计结果进行了分析和讨论；二是总队信息化建设项目采购管理存在的问题及原因研究。存在的主要问题有建设方案的科学性不充分、供应商管理上存在漏洞、采购部分环节不规范、建设过程中工程变更与质量问题突出、项目监管尚不到位、项目后期监管乏力等，而产生这些问题的原因概括起来有方案
3、拟制时间紧、参与人员少、论证不充分、采购管理的配套制度与机制不完善、信息化建设评标专家队伍建设不完善、采购管理队伍的能力素质欠缺等；三是总队信息化建设项目采购管理的优化改进路径研究。本文提出了总队信息化建设项目采购管理优化改进的基本思路、机制体制构建及其运行保障措施。 关键词：关键词：武警 HY 省总队 信息化建设项目 采购管理 国防科学技术大学研究生院公共管理硕士学位论文 第 II 页 Abstract “The construction of modern armed police“ is a new period of the construction requirements of t
