1、 iv 芜湖市新型工业化道路发展对策研究 芜湖市新型工业化道路发展对策研究 摘 要 摘 要 改革开放以来，芜湖市工业经济迅速发展，新型工业化进程快速推进,各方面取得了较好的成绩，但与发达地区相比，其工业化水平依然不高，新型工业化的快速发展也遇到了不少问题。为了进一步推动芜湖市新型工业化，必须对当前芜湖市工业化所处的阶段进行客观的评价，找出存在的问题，以便提出相应的对策。然而目前关于芜湖市新型工业化发展的相关研究较少，且多是简单的定性描述，因此，本文研究芜湖市新型工业化道路问题具有现实意义。 本文系统地阐述了新型工业化理论， 通过对国内外各专家学者关于新型工业化评价指标体系研究的评述，构建了新的
2、新型工业化评价指标体系。运用层次分析法和专家咨询法求解出各评价指标的权重，结合各评价指标的评价标准，建立了新的新型工业化评价模型。 简要介绍了芜湖市的工业化发展历程， 运用本文给出的新型工业化评价方法和新型工业化水平评价模型对芜湖市新型工业化水平进行了测算，结果表明：2005 年，芜湖市尚处于新型工业化初级阶段， 经过这几年的快速发展， 2009 年芜湖市已经处于新型工业化中级阶段。通过对芜湖市 2009 年各项指标分析发现，芜湖市的新型工业化发展存在如下问题， 如社会发展水平有待提高； 经济发展规模不大， 外贸依存度不高；产业结构不够合理；科技创新能力欠缺；生态工业发展后劲不足等。 参考借鉴
3、国内部分城市和国外部分国家走新型工业化道路的做法， 并结合芜湖市实际， 提出了芜湖市走新型工业化道路的相应对策， 如加强基础建设， 促进社会发展；重视企业发展，提升经济总量；加快结构调整步伐，促进产业结构优化升级；推进自主创新，提升核心竞争力；加大节能减排力度，促进资源节约和综合利用等。 关键词关键词：芜湖市，新型工业化，指标体系，层次分析法 v Research on the Development Strategy of New Road to Industrialization in Wuhu City Research on the Development Strategy of Ne

5、reas, the level of industrialization is still not high, the rapid development of the new type industrialization also encountered many problems. In order to further promote the new type industrialization of Wuhu city, at first we must objective evaluate the current stage of it, identify problems, and
6、 then propose appropriate countermeasures. However, at present there is so little researches about the development of the new type industrialization of Wuhu city, and more than a simple qualitative descriptions and subjective judgments that this paper is realistic significance to research on the que
7、stions of the new road to industrialization of Wuhu city. This paper systematically elaborates the theory of the new type industrialization. Through to comment on the research of the domestic and foreign various experts and scholars about the new type industrialization valuation index system, this p
8、aper builds a new evaluation index system of the new type industrialization. By using AHP and expert consultation method to work out the weight of each evaluation index, combined with the evaluation criteria of each index, this paper established a new evaluation model of the new type industrializati
9、on. With a brief introduction about the industrial development process of Wuhu city, using the industrialization evaluation methods presented in this paper to calculate the level of industrialization of Wuhu city, the results showed that: In 2005, Wuhu city is still in the initial stage of industria
10、lization, after several years of rapid development, in 2009 Wuhu city is already in the intermediate stage of industrialization. Through the analysis of the indicators of Wuhu city in 2009 found that social development needs to be improved, economic development amount is not big enough and foreign t
11、rade dependency is not high, the industrial structure is not reasonable, scientific and technological innovation is not strong enough and ecology industrial vi development in the future not sufficient all the potential problems needs to be improved. Reference to some domestic cities and overseas in
12、some countries the practice of taking a new road to industrialization, this paper puts forward some corresponding countermeasures, such as strengthening infrastructure and promoting social development, attention to corporate development and improve the total economy, accelerate the pace of structura
13、l adjustment and optimization and upgrading of industrial structure, promote independent innovation and enhance core competitiveness, increase energy efficiency and promote resource conservation and comprehensive utilization and so on.
