3、整合和综合利用，构建了天津公安应急指挥调度综合平台。运用 JavaScript，ASP.net 和 AJAX 等技术，对系统进行设计与实现，形成一套完整的软件。本文首先介绍了天津市公安应急系统的发展现状和资源整合的进一步需求，分析了建立应急综合平台所需的关键技术。 然后详细描述了平台系统的设计思路和设计原则， 提出了系统的整体架构。最后给出了应用系统各种资源的方法及功能模块的实现过程。公安机关在应急处置的情况下，可借助该平台系统实现公安应急人员、应急车辆、应急物资、应急预案、现场视频、周边环境等一切可以调用资源的迅速调用，为领导决策和应急指挥提供全面、快速的应急保障。关键字：关键字：公共安全
