1、国防科学技术大学研究生院硕士学位论文 第 i 页 摘 要 本文从行政管理的角度，着手调查长沙市高新区知识产权基本情况，分析知识产权存量情况、知识产权产出潜力情况、交易情况等众多方面数据，探讨长沙高新区知识产权状况成因，并结合国内外相关经验，提出长沙高新区知识产权管理与改革的建议。 第一章介绍了论文的研究背景以及相关内容的国内外研究现状，并介绍了论文的研究内容、章节安排、研究方法与创新点。 第二章介绍高新技术产业与知识产权的相关概念与理论基础，对高新技术产业发展与知识产权保护的内在关系进行探讨，指出创新是高新技术发展的源泉，而产权激励是高新技术发展的基础。同时，对知识产权保护程度与高新技术产业系
2、统的利益进行了相关分析。 第三章采用调查问卷的形式，对长沙市高新区知识产权的基本情况进行了调查、分析与总结。具体调查了知识产权存量情况、知识产权产出潜力、知识产权交易状况及企业知识产权管理状况等方面；总结了长沙高新区知识产权的发展趋势，总结出了长沙高新区知识产权的问题与不足，并对相关原因进行了相应的分析。 第四章介绍了美国及日本的知识产权保护战略与政策，并从管理方式、人才队伍建设等方面总结与借鉴国外知识产权相关政策的优点。 第五章以行政管理的角度，从完善政府有关职能部门自身工作、改革高新区管理当局、改进企业知识产权管理等方面，提出加强长沙高新区知识产权工作的政策建议。 关键词：高新技术、知识产

4、en research into the contributing factor of the intellectual property right situation of high-tech zone in Changsha, combining the related experience at home and abroad, and put forward the proposal of intellectual property right management and innovation of high-tech zone in Changsha. In the first
5、chapter, the background and research status in and abroad are introduced, and the research contact, structure, research method and innovation of this dissertation are also introduced. In the second chapter, related conceptions and theory foundations of high-tech industry and intellectual property ri
6、ght are introduced, and the intrinsic connections between the development of high-tech industry and intellectual property right are discussed. It is pointed out that innovation is the headspring of the development of high-tech industry, and property right promotion is the foundation of the developme
7、nt of high-tech industry. Meanwhile, the connection between the protection level of intellectual property right and the advantage of high-tech industry system is analyzed. In the third chapter, questionnaire survey is employed to investigate, analyze and summarize the basic situation of the intellec

Intellectual property right stock, potential, transaction situation and management of enterprise intellectual property right are investigated, and the develop tendency of intellectual property right of high-tech zone in Changsha is summarized. In the last chapter, from the administrative management angle, the proposal of enhancing the management policy of intellectual property right of high-tech zo
