4、速发展，涌现出了大批资产质量优良和规模巨大的企业集团，企业发展到一定规模和程度，对内部财务治理的要求就不断提高，我国金融体制改革也紧跟现实进行了改革，企业集团财务公司就是在此背景下应用而生的。从 1987 年我国第一家财务公司东风汽车财务公司成立至今，财务公司在集团发展的过程中起到了加快集团发展的重要作用，但是随着经济的进一步深化改革，企业集团的进一步发展和扩张，财务公司自身发展模式的缺陷与不足便逐渐显现出来，财务公司成为业内人士所关注的课题。 研究我国财务公司的发展问题有着重要的现实意义。首先，希望通过对本课题的研究，从国家层面分析政策的制约，并提出改进的措施，希望引起政府有关当局重视，根据
5、财务公司发展的现实进程制定新的适合的政策法规，改善财务公司发展的外部政策环境。其次，问题的提出有利于我国财务公司发现制约自身发展的瓶颈，并根据集团情况及自身发展状况找到解决问题的途径。最后，希望通过对财务公司的研究，其作为我国企业内部非银行金融机构，推动我国整个金融体系的改革和发展。 本文在介绍了财务公司基本理论的基础上， 依据财务公司统计年鉴对我国财务公司的发展现状进行总结，找出我国财务公司现阶段存在的问题；在此基础上介绍财务公司发展的国际趋势，并对我国财务公司进行 SWOT 分析，指出我国财务公司未来发展将会面临的机遇与挑战；最后，借鉴国外财务公司发展的经验，提出我国企业集团财务公司不同时
6、期的发展策略：短期：构建网络平台，实现资金集中管理；中期：营造金融环境，提供综合金融服务；长期：立足集团，挺进市场。最后为加快我国财务公司的发展提出对策建议,从国家政策、集团公司、财务公司三个层面分别提出相应的对策与建议。在国家层面上是要加快政策的制定，为财务公司快速发展营造良好的金融环境；在集团公司层面上是要理顺财务公司的治理结构，建立现代企业制度，解除制约我国财务公司发展体制上的束缚；在财务公司层面上是要加强金融创新、风险控制、培养人才等，不断提升自身的素质，不断地改革创新，以适应新的环境下的挑战，实现更好更快的发展。 关键词：财务公司；国际趋势；SWOT；发展策略 I Abstract
