2、摘 要：证券行业发展起初阶段，以营业部为核算主体的分散式财务管理模式是证券公司的首选。但是随着证券市场逐步发展，从新兴走向成熟，证券公司规模不断发展壮大， 分散的财务管理模式越来越不能适应公司管理和风险控制的需要。 恰当的集权与分权相结合既能发挥总公司财务调控职能，激发分公司的积极性和创造性，又能有效控制经营者及分公司风险。那么如何把握其中的“度” ，则是一大难题。本文通过对中航证券有限公司财务管理体制的研究，探讨集中财务管理在中航证券西安营业部的应用。跟大部分证券公司一样，中航证券公司成立初期采用的是分散式财务管理模式。随着证券行业的发展，分散的财务管理模式不能适应公司管理的需要，中航证券公
3、司采用了集中财务管理模式。中航证券西安营业部建立健全了财务风险控制体系， 实行财务主管委派制， 实现目标管理，强化考核指标体系、资金管理完善了财务报告信息系统。但在实施的过程中没有把握好“度” ，遇到了一些问题。比如，财务组织与决策体制僵化，财务管理信息系统支持不够，营销人员薪酬制度不合理，财务部门组织分散，财务人员素质低等。针对这些问题，提出了科学设计财务决策程序，加强信息化建设步伐，改善财务人员薪酬管理体系，提高财务人员素质等优化方案，从而加强企业管理，降低企业经营管理风险，增强企业经济效益。关键词：证券公司财务管理体制集中财务管理体制2Avic securities Xian sales
