3、验检测体系建设，形成配置优化、设置科学、布局合理、技术互补、特色鲜明、水平领先的，全省一体化的，以省级食品安全检测机构为龙头，以市级为骨干，以县级为基础的全省食品安全检测体系。通过创新对全省食品安全检测体系建设的整合， 构建行之有效的食品安全检测机制和科学高效的食品安全检测体系，使各职能部门能完全说清各个环节和整体上的食品安全状况，在食品安全监管方面充分行使职权，实现对全省食品安全监管链条上的全局掌控，有效预防和降低食品安全风险和事故的发生，全面保障人民群众的食品消费安全。 通过对主要发达国家和我国食品安全检测体系的异同、 借鉴其它省食品安全检测体系建设的经验，结合我省省情和产业结构调整，对河
4、北省现有的食品安全检测体系建设的整体性和合理性进行研究论证，并创新性、战略性地提出资源整合和对河北省食品安全检测体系重新进行科学构建， 同时提出了河北省食品安全检测体系建设的政策性建议和对策。 关键词 河北省 食品安全 检测体系 Abstract IIAbstract Hebei food safety testing system construction of the relative lag and weak, for the provinces food safety bring huge hidden trouble.
