2、2001)8、承办单位提供的有关资料9、承办单位委托编制可行性研究报告的委托书(四)项目提出的背景理由(四)项目提出的背景理由1、项目提出背景“九五” 、 “十五”期间,XX 市养猪业发展迅猛,养殖规模不断壮大,生猪总量呈不断上升趋势,据统计,2003 年 XX 市肉猪年出栏已高达 407万头,位居全省九地市之首。XX 市已成为本省沿海及广东省大中城市的生猪生产基地,养猪业已成为 XX 市农村经济增加农民收入的支柱产业。为了发挥 XX 市生猪资源及 XX(XX)实业有限公司国家级农业产业化重点龙头企业的优势, XX 集团有限公司决定与 XX 实业有限公司合资成立 XXXX 实业有限公司,由该公

3、司建设冷却肉生猪屠宰生产线,并通过以市场牵动龙头,龙头带动养殖基地,基地联系农户的发展模式,集产供销一条龙,贸工一体化,交 XX 市畜牧业和肉制品深加工推向集团化、商品化、专业化、现代化的新水平。同时,拟通过五年时间,进行肉制品的系列开发和综合利用,以达到增值、增收、提高综合经济效益,积极参与国内外市场竞争的目的。2、项目建设的理由(1)适应市场需求变化的要求我国是个肉类消费大国,市场潜力巨大。随着人民生活水平的不断提高,生活节奏的加快,人们对肉食消费的需求越来越多。原料肉由直接上市场逐步向初加工的冷却肉和切片小包装发展;由粗加工单一的肉制品逐步转向精加工的多品种、多风味和多档次的产品结构;由

4、家庭消费为主逐步向方便快捷的休闲、旅游消费等发展;由以传统节日消费为主,逐步呈现以日常生活消费为主的趋势。为此,引进先进的屠宰技术及设备,生产具有安全卫生、肉嫩味美、便于切割的冷却肉,是适应当今肉类消费需求变化的重要举措。(2)有利于变资源优势为效益优势,促进畜牧产业的优化升级A few cars, however, completed the race. Byrd now knew that he would be able to reach the South Pole which was 300 miles away, for there were no more mountains in sight. The aircraft was able to fly over the e
