3、府预算监督仍存在低效和失控，导致公共利益受到侵害。加强地方政府预算管理的研究具有重要的理论价值和现实意义。通过客观的分析现阶段广东省地方政府预算监督仍然存在的主要问题，借鉴西方发达国家先进的政府预算经验，构建一个符合广东省省情的预算监督体系与制度，充分发挥社会监督、人大监督、审计监督、政府内部监督各个不同层面范围的作用，从而保证广东省地方政府预算管理的合理科学，促使政府合理分配公共资源、提供公共服务。关键词：政府预算；预算监督；广东省地方政府ABSTRACTIABSTRACTWith the deepening reform of public finance, financial manag

9、Guangdong Province广东海洋大学 2010 届本科生毕业论文 0 广东省地方政府预算监督探究会计学，200611532106，黄文杰指导教师：唐志军1引言1.1研究背景1所谓的公共财政，是指在市场经济条件下，提供公共服务的政府分配行为，是国家以社会管理者的身份参与社会的分配，并将收入用于国家公共活动支出，以满足社会公共需要，保证国家机器的正常运转。公共财政的基本功能是满足社会公共需要、法制规范和宏观调控。2政府预算则是作为公共财政的重要组成部分，是指经过法定程序审核批准的具有法律效力和制度保证的政府年度财政收支计划，是政府筹集、分配和管理财政资金的重要工具。而对于“预算监督”的概念，国内外学术界的认识不尽一致，没有做出明确的回答。笔者较为认同李炳鉴、王宝强编著的政府预算概论中对于预算监督概念的定义，即：预算监督是指预算监督主体对各级政府和预算单位的预算编制、预算执行、预算调整以及决算等活动的合法性和有效性实施监察和督导。政府预算监督作为公共财政监督的重要内容，具有
