2、之有效的法律举措，从而为构建网络时代我国国家信息安全的法律保障体系提供一些新的思路和一些切实可行的措施。全文共分为六部分： 引言。通过论述国家信息安全在网络环境下对于国家安全具有的重要意义， 提出保障国家信息安全不仅应当依靠强有力的技术支撑，同时更需要完善的法律保障。第一章：网络的飞速发展对国家信息安全提出的挑战。本章通过论述迅速发展壮大的网络对国家信息安全产生的巨大威胁，提出我国网络信息安全法的发展仍处于探索的初级阶段，研究网络信息安全法的发展方向和确定立法的框架具有重大意义。第二章：我国信息安全保障现状的分析。本章通过分析我国在网络信息安全保障方面存在技术保障的不足及法律保障的滞后等问题，
3、提出加快完善网络信息安全立法的重要性和迫切性。第三章：借鉴国外保护网络信息安全的相关立法。本章通过整理归纳美国、俄罗斯、欧盟等十一个国家与地区在保护网络信息安全方面的相关立法，旨在为构建我国网络时代国家信息安全的法律保障体系提供立法借鉴。第四章：设想构建我国网络时代国家信息安全的法律保障体系。笔者在本章提出应当建立以信息安全基本法为统领的管理和激励立法体系。同时提出在网络信息安全立法方面应当积极参与立法与司法的国际合作活动，为我国的信息安全保障争取良好的国际法治环境。结语。是对全文主题的进一步概括，再一次强调网络信息安全对国家安全的重要意义，网络信息安全法律保障体系的建立与完善任重而道远。关键
