2、活动状态，其核心为行政价值取向，是行政过程在社会成员心理反映上的积淀，也是人从政得来的关于行政心理、行为、道德、思想等观念的总成，它是一种多层次的、复合的文化，它的形成受到多方面因素的影响，如历史条件、社会制度、文化背景、传统习惯等。中国是一个有数千年文明的古国，在数千年历史和文化的传承与积淀下，已经形成了相对来说比较系统的行政文化。我们知道，了解传统的行政文化对构建现代行政文化是十分有必要的，而且在这里还要求我们正确认识和科学的对待中国的行政文化，取其精华、去其糟粕，吸收有利于现代行政文化发展的文化部分。本文是基于我国的行政文化的基础上，对中国传统行政文化与现代行政文化的特征作出初步的分析，

12、谢.14参考文献.14一、绪论一、绪论我国是一个历史悠久的文化大国，有着几千年的传统行政文化，这些传统的行政文化对我国现代行政管理很有影响。传统行政文化的产生与发展在时刻的影响着人的行政思想、行政心理等。随着我国社会经济的发展与变化，在我国传统的行政文化中仍然可以发现许多可以继承利用的现代资源，当然，我们也不否定那些不利的因素。特别是我国加入WTO后，我们的社会经济环境发生了很大的变化，虽然是以市场经济为导向的行政文化逐渐占主导地位，但传统行政文化对现代行政产生的负面影响一时难以消除，而且传统行政文化与现代行政文化之间存在着很多联系，既相互影响，又相互冲突。通过对我国的传统行政文化与现代行政文化进行考察梳理，并对传统行政文化与现代
