2、点。SPZ 集团公司作为煤炭的生产和加工企业,在煤炭行情整体好转的大前提下,从2001 年开始,公司发展走出低谷,经济开始回升。随着内外部环境的变化,SPZ 集团公司同样面临着千载难逢的发展机会,开始重新进行产业定位,确定企业发展战略。企业发展战略的实施,目标的实现,都需要人力资源作为保证。但是 SPZ 集团公司现实的状况是:人才数量不足、质量不高、人才匮乏与浪费并存、人力资源开发明显滞后于企业发展的需要,人力资源已成为 SPZ 集团公司实现持续发展的“短板” 。要确保总体发展战略得以顺利实施,SPZ 集团公司必须与时俱进,根据企业内外环境和条件的变化,制定符合企业发展的人力资源规划,解决企业

3、人力资源方面的后顾之忧。本论文从研究 SPZ 集团公司于 2006 年制定的大集团发展战略和 2007 年 SPZ 集团公司实施大集团战略的情况出发,按照人力资源规划的要求和程序,采用定量与定性分析相结合的方法,从调查研究入手,通过实地查阅文件资料,问卷调查,对比分析,开展实证研究。首先以 SPZ 集团公司发展战略目标定准方向。其次对企业以及人力资源环境进行分析,通过对 SPZ 集团公司内部和外部环境的分析和评价来获取对人力资源规划产生影响的信息。再次运用科学的方法对人力资源需求和供给进行预测。第四,为保证 SPZ 集团公司在规划期的人力资源供需平衡有针对性地制定相宜的政策和措施,即编制 SP

4、Z 集团公司人力资源规划方案,保证人力资源规划顺利实施。全文立足于企业实际,运用人力资源规划的有关原理,首次针对煤炭企业采用采煤、洗煤工效预测人力资源需求方法,并结合德尔菲法进行对比研究,旨在达到预测更准确。作为一个传统国有煤炭企业,SPZ 集团有一定的代表性,在目前研究煤炭企业人力资源规划相对少的情况下,它的人力资源规划对类似的其他企业有一定的参考和借鉴意义。泸州医学院学位论文II关键词:SPZ 集团 人力资源 规划TheThe HumanHuman ResourceResource PlanningPlanning ofof SPZSPZ GroupGroup CompanyCompany

6、s have been regarded as the first resources of the enterprise, and their contribution has gone far beyond the material resources. In the new time, enterprise marches into the fast development phase, and how to obtain continuous human resources in the course of the fast development becomes key point

7、of the research on the human resource planning. The SPZ Group Company, an enterprise of producing and processing coal, under the major premise that the whole coal industry changes better, has been rising in economy again since 2001. Along with the change of internal and external environment, the SPZ

8、 Group Company is facing a very good development opportunity, starts to carry on the industrial localization, and work out the developmental strategy. The human resources become the guarantee of implementing the developmental strategy and realizing the goal. But the reality conditions of the SPZ gro

9、up company include: the talented persons are insufficient, wasteful and low quality, the exploitation of human resources gets behind the need of the development. The human resources have become “the short board” to hinder the SPZ Group Company to develop continually. To ensure that the overall devel

10、opmental strategy can implement smoothly, the SPZ Group Company must keep pace with the times, formulate the human resource planning that can speed the enterprises development and solve the problem in human recourses according to the changes of the inside and outside environment and conditions.TheTh

12、source planning, quantitative and qualitative analysis, investigation, consultation of the document material, questionnaire survey, and contrast analysis. First, confirm the direction according to the growth strategic target of the SPZ Group Company .Second, analyze the enterprise as well as the hum

13、an resource environment, and obtain the influential information of the human resource planning through analyzing and appraising interior and external environment of SPZ Group Company. Third, predict the demand and supply of human resource using scientific method. Fourth, formulate the suitable polic

14、ies and measures, namely establish the human resource planning for the SPZ Group Company to guarantee the balance between demand and supply of human resource of the SPZ Group Company in the planning time. Finally, establish a scientific control system to guarantee the smooth implementation of the hu

15、man resource planning. The paper, basing on the enterprise reality, using the principle relating to human resource planning , predicts human resource demand through the method of mining coal and washing coal work efficiency aiming at coal enterprise for the first time, and conducts the contrast rese

16、arch through the Deuel Philippines method to make the predict more accurate. As a traditional state-owned coal enterprise, the SPZ Group Company is representative. So, its human resource planning is significant and can be referred to by the similar other enterprises on condition that studies about the human resource planning of the coal enterprise are rel
