5、了城市供水行业的经济特征和融资租赁的业务特点，然后以 Z 市自来水公司的经营管理现状和财务特点为背景进行研究，了解到该公司在未来几年中有大规模的资金需求，然而因具备了供水行业普遍存在的投资回报低、赢利能力和偿债能力较弱等问题，造成可选择的融资渠道非常有限。接着从在理论上分析融资租赁业务与城市供水行业的契合点，为该公司设计了融资租赁方案，即以经营性售后回租方式进行融资，将公司资产占比较大的供水管网进行融资租赁，不仅能盘活资产，优化财务结构，避免通货膨胀，还能灵活安排资金计划，减少所得税税负，并将此方案与银行贷款方式进行实证对比，阐明了融资租赁对供水企业的适用性以及为供水企业带来的好处。最后本文还

Rapid urbanization course promotes the
7、continuous development of water supply sector in China. However with the tightening monetary policy, financial problems of the local government, and liquidity shortage of financial institutions, the existing financing channel has been unable to meet the fund demand of water supply enterprises. There
8、fore, it is of both theoretical significance and practical value to explore new financing mode for water supply enterprises. The dissertation takes both the theory analysis and the case analysis methods. First it analyzes the economic characteristics of the urban water supply sector and the specialt
9、ies of the financing lease business. Then it studies the management status and financial features background of an urban water supply Corporation of Z city. The corporation has large capital requirement in the coming years. However it as public institutions runs at a loss with low investment return,
10、 inadequate ability to make profit and weak ability to pay debt. Therefore the alternative financing channels are very limited for the water supply Corporation. Then the dissertation maintains that the financing lease business is in agreement with urban water supply sector abstractly. In this way we
11、 propose a financing lease solution for the company, which is an operational leaseback for the water pipe laying system representing the majority of the company assets. This solution can not only activate the company assets, optimize the financial structure, but also arrange the budget flexibly and
12、reduce the tax. The dissertation also demonstrates the feasibility and advantage of financing lease compared with bank loan. Last but not least, the dissertation introduces the procedure of transacting financing lease business in bank, giving practical guidance to water supply enterprises. Key words
