1、I 构建我国现代农业发展的服务产业体系研究构建我国现代农业发展的服务产业体系研究 摘摘 要要 现代农业发展的服务产业体系是指在现代农业发展中， 由为农业生产提供科技、 信息、物流、金融、保险等服务的各农业服务产业以及相关产业所组成的体系，是基于技术、人才、制度等保障要素协调运作的体系，具有科技支撑、市场导向、系统运作等特点的有机整体，其目标是为满足现代农业发展的需要，实现农业产前、产中和产后协调发展，提高农业生产效益。构建现代农业发展的服务产业体系是现代农业发展的必然要求，对解决我国“三农”问题，促进农业经济发展具有重要的意义。农业市场化程度的不断提高和政府加强对农业的重视等现实条件为构建现代
2、农业发展的服务产业体系提供了可能性。本文归纳总结了现代农业服务产业体系的内涵和特征。在介绍发达国家发展现代农业的成功经验及其启示的基础上，结合我国现代农业服务产业发展的客观现实，总结并剖析了目前我国现代农业服务产业发展中主要存在的技术滞后、信息化程度较低、农业服务人才匮乏、农业服务产业市场发展滞后等问题，通过进一步分析这些问题产生的原因，提出了应从政策法规、财政支出、技术、人才、市场等方面出发，通过加强支农惠农政策及法规的制定，提高政府农业财政支出比重，加强技术研发和应用，大力培养农业服务产业人才，充分发挥农业服务市场供给主体的作用等途径来构建现代农业发展的服务产业体系。 关键词 关键词 现代

Its goal is to meet the needs of the development of modern agriculture, realize coordinated development in antenatal, produce medium, pos

Constructing the service industry system of the modern agricultural development, which is the inevitable requirement of developing modern agriculture, is of great significance in solving the “SAN nong“ questions and promoting agricultural devel

The realistic conditions like the unceasing enhancement of agricultural marketization level and the governments strengthening attention on agriculture have provided the possibility to construct the service industry system of modern agricultural development. This paper summarizes the connotat

Based on the introduction of the successful experience of the development of modern agriculture in developed countries and in combination with the objective reality in developing the service industry of modern agriculture, the pa

14、料供给、就业增收、生态保护、观光休闲、文化传承等功能。只有发展现代农业，才能开发农业的多种功能，提高农业综合生产能力。 传统的经济发展理论认为， 农业部门对国民经济的增长与发展有产品贡献、 市场贡献、要素贡献以及外汇贡献等四种贡献形式。相对于传统农业而言，现代农业是更为高级的一种农业发展形态。现代农业是农业发展的最新阶段，现代农业的产生和发展，大幅度提高了劳动生产率，提升了农业综合生产能力。发展现代农业可以在一定程度上克服传统农业的局限性。传统农业是一种小农经济，土地是基本生产资料，农户为基本生产单元。在传统农业中，农业生产的产前、产中、产后环节没有分离，生产环节利润微薄，农业危机难以避免。而
15、以农业产业化为主要内容的现代农业大大突破了传统农业的经营范畴，农户积极加入各种专业化合作组织，广泛参与到专业化生产和社会化分工中，实行农业产业化经营，有产前的良种公司、农药化肥公司，产中的农机农灌公司，产后的物流、销售公司；有专门从事制种、种植的农民，专门从事灭虫、防虫的企业，专门从事运输的企业，还有专门从事农业信息研究的企业等等。专业化协作减少了生产环节过程中的利润流失，提高了农业生产的效益，有效避免了农业危机。相对于传统农业，现代农业正在向观赏、休闲、美化等方向扩延，假日农业、休闲农业、旅游农业等新型农业形态也迅速发展成为与产品生产农业并驾齐驱的重要产业。传统农业的功能主要是农产品的供给，
16、而现代农业的功能更加丰富，除了农产品供给以外，还具有满足人们精神需求的生活休闲、生态保护、旅游度假、文明传承、教育等功能。传统农业主要依靠人力、蓄力和自然资源的投入，对自然环境的过度索取，会使资源遭到破坏，甚至枯竭，导致农业资源锐减。另外，化肥、农药和农膜等大量使用带来了严重的农业污染，导致农产品质量下降。而现代农业是以生产、生态、生活为目标的可持续性产业，在突出现代高新技术的先导性、农工科贸的一体性、产业开发的多元性和综合性的基础上，强调资源节约、环境零损害的绿色性。现代农业的基础是以高新技术为动力的生产力，同时具有平等的市场“国民待遇” ，这种变化将缓解传统农业所引起的各种危机。如“绿色农业”的兴起，既可提高农业产业利润和农民收入，又可改善土壤环境条件。 产业体系是一个国家或区域经济生产力资源优化配置的集中表现形态， 是国民经济健康发展的基础。农业服务产业体系在农业发展过程中担当重要的角色，发挥着不可替代的集美大学硕士学位论文
