1、工业发展与保护资源环境的激烈斗争工业发展与保护资源环境的激烈斗争随着我国经济的不断地发展，人口的不断地增加，我们的环境也随之不断地恶化。近年来，我国工业发展的速度的确让人自豪，工业在迅猛发展的同时，给生态环境和自然资源都带来了严重威胁。生态的退化已在我国引起高度警觉，工业对区域环境的污染和能源的消耗已成为环境管理的重点目标，工业对生态环境的影响已逐步上升为生态安全问题。虽然,经过三十多年的努力，我国已经建立了一整套较为完备的环保政策体系、管理体系和相关法律体系，但环境绩效仍不理想，工业污染防治与经济发展之间存在难以调和的矛盾。目前,我国各地区工业污染严重,工业发展对环境和资源危害加重,社会可持
2、续、健康、稳定的发展受到威胁。我国工业污染的防治需要政府、社会中间层组织、企业及社会公众这四者有机结合。探讨协调政府、社会中间层组织、企业与社会公众多维关系的同时寻求防治农村工业污染防治解决路径。结合当地实际情况,提出工业污染的防治对策,以期为建设和环境友好型社会的构建提供帮助。 关键词：关键词：工业污染；生态安全；防治对策；AbstractWith the continuous development of Chinas economy, the population continues to increase, our environment will continue to deteri

In recent years, the speed of China s industrial development is indeed proud of the industry in the rapid development at the same time , to the ecological environment and natural resources have brought a serious threat . Ecological degradation has caused in our vigilance , the industrial regi
4、onal environmental pollution and energy consumption has become the focus of environmental management objectives , the industrial impact on the ecological environment has been gradually rising for the ecological security issues . Although , after 30 years of efforts , China has established a relative
5、ly complete set of environmental policy , management system and related legal system , but the environmental performance is still not satisfactory , the prevention and control of industrial pollution and economic development difficult to reconcile the contradictions between . Currently,increasing in
6、dustrial pollution in Regions in China resulted from the growth of industry presents a grave threat to rural environment,agricultural resources,and the sustainable,healthy and stable development of the Society. As an environment vulnerable group,the farmers are almost ignored in terms of their envir
7、onmental rights. Prevention and control of industrial pollution in areas demands the joint efforts of the government,the middle layer of social organizations,enterprises and the public. This paper studied ways to coordinate the multi-dimensional relationship between the four,and then explored for wa

14、各种物理、化学和生物因素进入大气，水、土壤环境，如果其数 量、浓度和持续时间超过了环境的自净力，以致破坏了生态平衡，影响人体健康，造成 经济损失时，称为环境污染。环境污染的产生是一个从量变到质变的过程，目前环境污 染产生的原因主要是资源的浪费和不合理的使用，使有用的资源变为废物进入环境而造 成危害。工业污染是指工业企业在生产过程中，对包括人在内的生物赖以生存和繁衍的 自然环境的侵害。工业污染主要是由生产中的“三废” （废水、废气、废渣）及各种噪音 造成的，可分为废水污染、废气污染、废渣污染、噪音污染。这些污染如不预防和治理， 人民正常生活条件将遭受到严重破坏，后患无穷1。 （二）（二）工业工业
15、“三废三废”的含义的含义 “工业三废”是指工业生产所排放的“废水、废渣、废气” 。 “工业三废”如未达到规 定的排放标准而排放到环境中，就对环境产生了污染，污染物在环境中发生物理的和化 学的变化后就又产生了新的物质。好多都是对人的健康有危害的。这些物质通过不同的 途径（呼吸道、消化道、皮肤）进入人的体内，有的直接产生危害，有的还有蓄积作用， 会更加严重的危害人的健康。工业“三废”排放对环境的影响常是地区工业布局和厂址 选择需考虑的重要因素。如工业企业一般避免布置在城镇居民区的上风向和水源上游； 一些污染较大的工业如冶金、化工、造纸要远离城市中心；大工业企业与生活区间要有 适当的隔离带以减少环境
16、污染的影响等。大力采用无污染或少污染的新工艺、新技术、 新产品，开展“三废”综合治理，是防治工业“三废”污染，搞好环境保护的重要途径 之一。不同物质会有不同影响，三废治理不是一两句话能说清楚地废气、废水、废渣种 类各有不同。以固体废弃物来说就分为危废物和一般废物，危废物处理方法一般是焚烧 或者是深度填埋等，填埋场的要求很高，建一个大型的填埋场要几个亿投资。- 2 -二、二、 工业工业“三废三废”与保护环境之间的矛盾的产生与保护环境之间的矛盾的产生（一）（一）矛盾的产生原因矛盾的产生原因 大家知道,环境污染后可以发生一系列的危害,例如破坏农业和渔业的生产,妨碍工业 的发展,浪费国家的资源,造成不良的劳动和生活条件,甚至为害人体健康并影响到子孙后 代。但环境污染物也并不是在任何情况下都一定有害,只有污染物在环境中的含量(浓度) 过高、存在时间过长，无法通过环境自身进行净化，这样才会严重影响我们的资源环境 1。产生工业污染的原因主要有:产业结构不合理,公众环保意识差,环境管理松懈2。这 都是我国正在努力改善的状况。 （二）（二）矛盾的解决
