1、摘要摘要组织结构为一个组织的运作提供了载体和支撑,企业组织结构是动态的, 其历史演进也是立足于促进企业业务更大程度的增值而进行的创新。我国国企 改革用 30 多年的时间,完成了现代企业组织结构上百年的演进历程。其中,国 有资产经营公司凭借自身组织结构的专业化优势完成了“政企分开”的历史任务。 文章指出,随着经济全球化下竞争的日趋激烈,组织结构必须坚持按照效率性、 专业化的分工协调及有效监督控制原则进行创新,借鉴事业部制和淡马锡控股 型组织结构设计,向投资控股型经营实体转变,走产品经营、产业经营与资本 经营相结合的发展道路。改革开放以来,特别是近年来的国有企业改革,在“有所为,有所不为” , “

2、有进有退”的总体方针指导下,国有企业户数大幅度减少,资产总量大幅度 增加,经济运行质量不断提高,控制力和影响力显著增强。各地国有资产经营 公司正是在这一国企改革的背景下成立,并担当了政企分开、建立现代企业制 度、加快国有资产结构调整、优化产业布局的特殊历史使命,取得了显著成效 和阶段性的胜利。然而随着改革的不断深入,经济全球化下竞争的日趋激烈, 大型国有资产经营公司进一步提升核心竞争力的需求日益迫切,而其成立之初, 行政撮合所造成的大而散式的组织结构,缺乏组织制度性优势的弊端日益显现, 不利于企业在市场经济中应对复杂的竞争环境。因此,国有大型资产经营公司 将随着今后国企改革进一步深化,公司总部

3、必须由原来国有资产行政管理单位 向以市场为导向的投资控股型经营实体转变。同时,以国内外企业组织制度的 演进为借鉴,从自身实际情况出发,进行组织制度优化调整,为企业凝聚核心 竞争力创造组织制度条件,这是目前深化国有资产经营公司企业改革的重大课 题。组织结构为一个组织的运作提供了载体和支撑。企业组织结构设计的核心 问题,就是权责体系与核心管理流程、业绩评价等内容,是内部组织构成及母 子公司之间的责、权、利关系所进行的一系列制度安排,就是解决内部层级的 设置及各自“管什么” 、 “管多深” 、 “如何管”三个基本问题。企业组织结构设 计是企业管控体系的重要组成部分,影响着企业管控措施的落实和功能实现
