2、电站(nuclear power station), 使得发电的成本大大降低；另一方面，却研究出来了核武器(nuclear weapons)杀伤力很强(max destruction),远远超过常规武器(far excellent than conventional weapons )。核武器有潜在的危险，如果 战争一旦爆发，使用核武器将会给人们带来巨大的灾难。比如对农药的 研究，现在的科学家可以研究出更有效的农药(pesticide)来杀死害虫(p ests)，而且农药的毒性越来越强，但是如果政府不加管制，那么这些毒 素(poison)会进入人的身体，危害人们的健康。2. 政府应该对某些研究
3、加以支持，否则就会使研究失去平衡。有些 科学研究是可以给某些团体带来直接的利润的，比如对软件工程(softw are engineering)的研究，编写出新的软件，可以得到直接的利润；而 有些是没有直接的利润的，比如天文学astronomy，生物学biology,这 些都没有直接的经济效益，如果政府不限制，那么将来会有很少的人从 事这方面的研究，则整个研究失去平衡。 3. 科学研究有时候是超前的，创新的。政府不太可能正确的判断是 否正确，如果政府对科学研究做过多的限制，则会对科学的发展不利。 如果开始时侯就禁止anatomy解剖学，那么怎么会有现代医学和外科手 术surgical。如果一个新
