2、导清洁生产，循环利用资源。本文从清洁生产的产生背景、基本内容、实施途径入手，重点进行了清洁生产理论基础分析和管理模式，论证了推行清洁生产的意义和在中国推行清洁生产的客观必然性。以冶炼行业为例子从其生产工艺、成本、措施等方面进行了分析，并从国家层面和企业层面阐述了我国企业在推行清洁生产时所受阻的原因。重点从运行机制、社会调控机制、法律机制、扩散机制等几个方面进行了清洁生产推行机制研究。最后得出结论，政策法律机制是企业实行清洁生产技术机制和运行机制的关键，就我国实际情况来看，政策和行政主导型居多，自愿型和法律规范行企业较少。关键词：清洁生产、管理模式、推行机制IAbstractIn recent
