5、。但是，从实际情况来看，保障性住房建设还存在诸多问题，比如进度缓慢、管理不善等。 本文以地方政府保障性住房建设为切入点，以浙江省玉环县为例，分析梳理该县推进保障性住房建设的各项举措和面临的问题。近年来，该县立足自身实际，分层分类推进保障性住房建设，构建统筹城乡的住房保障体系，其中城镇保障性住房建设基本按照国家政策规定稳步推进，同时根据外来务工人员多、农村建房难等特点，大力推进农民工公寓、高山移民、农房改建等工程，分步解决县内及外来中低收入人群的住房问题。但由于该县土地资源稀缺、财政较为紧张，在大规模建设保障性住房方面还面临一些制约因素，加之缺乏住房情况的基础调查信息，使需要保障性住房的保障群体
6、底数不清，在如何杜绝保障不足和过度保障上办法不多。 此外，本文还结合国内外保障性住房建设的成功经验，立足当前实际情况，探讨如何破解地方政府保障性住房建设困境。一是要切实处理好三方面关系，即控商品房和抓保障性住房的关系、保障性住房建设和探索住房货币补贴的关系、提高住房自有率和鼓励租房的关系；二是要探索多种形式的保障性住房，比如有限产权住房、限价房、收储市场上的闲置房；三是要破解土地和资金瓶颈制约；四是要从完善分配机制、退出机制和提升管理水平入手，建立健全保障性住房管理运营机制。 关键词：地方政府；关键词：地方政府； 保障性住房；保障性住房； 问题；问题； 对策对策 II Abstract Wit
