5、进行保存、汇编等。 作者（签字）： 导师（签字）： 日期： 年 月 日 年 月 日 地方政府融资平台的信用风险评价研究 摘 要 2013 年 12 月 30 日， 国家审计署发布了全国政府性债务审计结果公告， 地方政府性债务问题再次成为人们热议的焦点。地方政府融资平台是我国财税体制改革的一种产物，在支持地方基本建设、改善民生等领域发挥了积极的作用，但近几年来随着地方政府融资平台的融资规模和数量的迅速增长，有关其偿付能力的信用风险逐渐被人们所关注，本文从地方政府融资平台的融资行为入手，分析其存在的信用风险。针对目前银行贷款和发行城投债是地方政府融资平台的主要融资渠道，通过对 KMV 模型的改造，
6、建立适合我国地方政府融资平台具体实际的的信用风险评价体系，以北京市的地方财政收支为样本，通过实证研究计算得出理论预期违约概率，为合理控制地方政府融资平台的融资规模提供理论参考。最后从地方政府融资平台参与主体和完善地方政府融资平台信用风险评价方法两个角度给出对策建议。 研究结果表明， 通过对地方可担保财政收入的测算和融资规模的把控能够有效降低地方政府融资平台贷款和发债的理论预期违约概率，达到有效防控地方政府融资平台信用风险的目的。 关键词：地方政府融资平台；融资行为；信用风险；风险评价；KMV 模型 哈尔滨工程大学硕士学位论文 ABSTRACT The government debt audit
7、 results announcement was released by State Auditing Administration on Dec.30, 2013, the issue about local government debt becomes hot once again. As a product of the reform of the fiscal and taxation system, the Local Government Financing Vehicles played a positive role in supporting local fundamen
8、tal construction and improving peoples livelihood. With the rapid growth of financing scale and quantity of this vehicle, the credit risk of its solvency is to be concerned gradually in recent years. The credit risk of Local Government Financing Vehicles is analyzed in this paper from the aspect of
9、its financing behaviors. Nowadays, the main financing way of this vehicle is bank lending and City Construction Bond(Quasi-municipal Bond）. A specific and practical credit risk estimating system matched the local government financing vehicle is established by transforming KMV model. Based on the fin
10、ancial revenue and expenditure sample of Beijing government, the theoretical and Expected Default Frequency is obtained by empirical research calculation, this can provide theory reference for controlling the scale of local government financing platform. Considering participants and establishing eff
11、ective evaluation methods of credit risk, countermeasures and suggestions are proposed in the end. The research result shows that the Expected Default Frequency of local government financing vehicles loan and bond decreases remarkably by calculating endorsable local financial income and controlling
12、financial scale, the purpose of preventing and controlling credit risk of local government financing vehicles can also be achieved.
