2、全不受威胁。 美国出于国家利益考量，早在 1991 年 12 月哈萨克斯坦建国之时就宣布承认其独立并与之建立了外交关系，哈方出于本国国情考虑也十分重视发展与美国的关系，美哈两国关系有了初步的发展。 “911”事件可以说是美国中亚政策的一个转折点，在“911”事件发生之后，美国充分认识到哈萨克斯坦这一中亚国家在其亚洲战略中的中亚价值，进步一借反恐之名渗入哈萨克斯坦，促使美国加强与哈萨克斯坦关系的因素之一是哈国的地缘战略优势，然而，在能源高度紧缺的时代，哈国丰富的油气资源也是美国觊觎的重点，美国的战略意图十分明显，希望把哈萨克斯坦纳入美国的中亚战略，从而达到在亚洲遏制俄罗斯和中国的目的。美哈关系的
3、发展不是孤立的，要受到外部环境两国自身因素的制约，同时美哈关系的发展变化也将对俄罗斯和中国产生一定的影响。 本文通过以下部分阐述了哈美关系的发展变化：首先介绍了哈萨克斯坦的基本概况包括地理位置和能源状况，接着概述“911”事件之前美哈关系的初步发展。在此基础上论文考察了“911”事件发生之后美哈关系的发展变化，分析了影响美哈关系发展的因素。最后，从地缘政治的视角，审视美哈发展变化对中亚地区的影响，从而进一步剖析美哈关系对两个大国俄罗斯和中国的影响关系的影响，以及面对美国在中亚的政策的变化，中国的应对之道。 关键词： “关键词： “9 91111”事件”事件; ;美哈关系美哈关系; ; 影响因素
