4、问题越来越突出，这在一定程度上引起了犯罪学家严景耀的注意，进而促使他对我国多个城市的犯罪情况进行了实地调查， 由此掌握了许多关于当时我国犯罪情况的可靠资料，从而拉开了犯罪实证研究在我国本土化的序幕，同时也为我国犯罪学研究提供了许多有益的经验。在犯罪问题的研究上，严景耀一方面借鉴了美国当时比较先进的犯罪学理以及受到了马克思主义理论的熏陶， 另一方面受到了中国传统文化的滋养， 并在此基础上结合当时所处的文化背景提出了关于犯罪问题的独到见解， 即犯罪是社会变迁的产物， 是人们在政权反复更替、传统经济制度解体、社会制约失效的社会变迁中失去适应能力的表现，因此要想真正了解这个时期犯罪的原因， 就必须了解
5、人们是如何在这种社会变迁的文化背景下失去适应能力的。所以，他认为预防犯罪应该从文化背景出发，不断减少人们与变化的文化需求之间的矛盾。 严景耀的犯罪学思想可以说是我国近代犯罪学的不朽之作，其犯罪学思想不仅对后续犯罪学理论的发展产生了推动作用，而且也为当代犯罪问题的防控提供了新的思路， 对于我们从营造良好的文化氛围出发去研究防控犯罪的方法有着重要的启示作用，因此，值得我们加以学习和借鉴。关键字：关键字：严景耀；犯罪学思想；文化变迁；社会动荡IIAbstractYan JingYao is renowned crimino- logist in 20 30 s of the 20th century
