1、从朝鲜 2010年元旦社论看其政策走向吉林大学行政学院 ? 郭 ? 锐 ? 王箫轲?内容提要 ? 与以前相比, 朝鲜 2010年元旦社论透露了许多新的信息, 对朝鲜的内外政策做出了新的指示。从元旦社论看, 朝鲜在 2010年将致力于经济建设和提高人民生活水平, 有关的方针、政策也更加务实和富有针对性。朝鲜表示要推动北南关系改善、促进朝鲜半岛统一进程, 同时寄望与美国结束敌对关系、建立持久和平体制。结合近期朝鲜的一些内外举动, 如果相关方面能够给予积极回应,促成实现良性互动关系, 将为改善朝鲜半岛局势带来新的契机。?关键词 ? 元旦社论? 经济建设? 民生问题? 朝美关系? ?1994年金日成逝
2、世之后,每年 1月 1日, 朝鲜 !劳动新闻 (党报 )、!朝鲜人民 军 (军报 ) 和 !青年先锋(青年报 ) 都联合发表元旦社论。这篇具有权威性的社论 被普遍视为朝鲜全年工作的指导方针。 2010年朝鲜元旦社论与以往相比释放了很多新的 信息, 预示着朝鲜今年的内外政策将会进行 新的调整。社论中在一些重要词汇的使用频率上与 2009年相比就发生了很大变化。比 如: 关于 #人民生活 的论述在 2009年社论中仅有 1次,2010年竟然出现了 16次之 多;# 先军 一词在 2009年社论中出现了26次, 在 2010年只有 13次;#计划经济 一词在 2009年社论中出现了 2次, 在 20
3、10 年社论中仅有 1次。从整体来看,2010年元旦社论作为朝鲜全年工作的指导方针, 口 号性的内容明显减少,在政策基调、指导思想、经济建设、军事建设、北南关系、对外 关系等六大方面均做出了调整和部署, 而且 政策指向更加明确务实和富有针对性。一、政策基调: 从革命到建设 相比于 2009年的 #革命大高潮之年,2010年朝鲜元旦社论鲜明地指出,要 # 致力于轻工业和农业, 使人民生活发生根本变化%。长期以来,朝鲜的经济形势都比较 困难, 优先发展重工业导致其轻工业和农业严重滞后。苏联解体后,朝鲜又长期遭受美国等西方国家的封锁和制裁, 面临严重的能 源和粮食短缺问题。因此, 民生问题成为影响朝
4、鲜社会稳定的一大隐患, 引起朝鲜高层的密切关注。 2007年底,朝鲜提出 # 打开强盛大国之门 的口号, 计划用 5年时间克服眼前的经济困难, 使经济建设获得一个大飞跃。 但 2009年朝鲜半岛形势起伏跌宕,朝鲜二次核试后遭到联合国制裁, 其经济建设遇到更大的困难。不过, 朝鲜也巩固了自己的 #有核 地位。 2009 年下半年,朝鲜与美国、韩国的关系得到了改善, 其对安全方面的疑虑有所减少, 国家战略重心开始向经济也要看到朝鲜加强对外经济活动, 将会给中朝拓展新的战略利益交汇点带 来重要机遇; 还要看到朝鲜对外政策的重点是突破朝美关系,而朝美关系的 # 过快 接近可能会给朝鲜周边国家带来一些冲
5、击和 不利影响。中朝关系正处于调整的关键时期, 从传统盟友向正常国家关系的转变是一个渐进过程。在此期间,中朝关系的发展以 及中美关系和朝韩关系等的不可预测, 都会对朝的国内外政策走向产生影响。(责任编辑? 周仁民 )(上接第 42页 ) 担心中国外贸出口恢复, 对外直接投资扩大, 境外资源能源采购增加, 乃至整个 # 经济扩张 加快; 担心中国军事现代化步伐加快, 并对中国战略意图 难以确定。各国对中国的期待更是明显上升, 认为中国应该在几乎所有重大的国际和地区问题上, 都承担更多更大的责任。世界 主要国家纷纷把应对 # 中国崛起 带来的挑战置于越来越重要的位置。各国加紧谋划和调整相关战略与政
6、策, 借助倚重和戒备防 范的力度都在加大。特别是其他新兴大国面对中国快速崛起的心态更显复杂敏感。地位被过度拔高, 影响被过度渲染, 作用被过度 夸大, 责任水涨船高,在中国内外都可能带来比较大的风险。对内,将影响对现存和潜 在严重问题的清醒估计,助涨虚骄之气, 推升民族主义情绪, 甚至极端民族主义, 对国内改革发展稳定和对外关系可能造成比较严 重的干扰和制约。对外,将被过早过快地推向国际格局调整的漩涡中心和风口浪尖, 扩大与别国的利益冲突和摩擦, 大幅增加对外 关系成本, 承受过大的道义压力, 使海外利益面临更多危险。内外消极因素形成共振,将进一步增大中国战略发展期的风险和挑 战, 对中国承担
