1、河南省中小企业融资问题研究河南省中小企业融资问题研究华中科技大学硕士学位论文河南省中小企业融资问题研究姓名：张志杰申请学位级别：硕士专业：工商管理指导教师：聂鸣20060425华 中 科 技 大 学 硕 士 学 位 论 文 I摘 要 在中央提出“实施中部崛起”的战略下， 河南省的中小企业在促进河南经济发展、创造就业机会、增加财政收入、推动科技创新等方面发挥着不可替代的作用。然而，在中小企业的成长过程中，却由于初期规模小、经营风险大、管理水平低和信誉度不高等自身原因使其在融资方面难以得到足够的支持，融资难已成为制约河南省中小企业发展的瓶颈。本文分别运用经济学的原理对造成中小企业融资难的直接融资和
2、间接融资进行了分析， 并结合河南省中小企业融资现状的实证分析研究的基础上，对河南省中小企业融资问题进行了探讨。 全文共分为五个部分:第一部分是引言部分。这部分指出了本文研究背景目的、意义和国内外发展状况。第二部分从我国中小企业融资状况的特点出发，分析了我国中小企业融资的现状，以及贷款难是影响中小企业融资难的首要因素，其次由于担保难是第二因素，再次直接融资也是融资难的主要因素之一，另外还有企业自身的原因，然后用经济学的“信息不对称”原理分析上述问题产生的根源。第三部分是结合河南省实际情况从政府、金融机构和中小企业三方面对该省的中小企业融资问题进行了剖析。第四部分在前面论述的基础上提出了解决目前河
3、南省中小企业面临的融资困境的对策：一是政府要为企业创造良好的环境，制定一些优惠的政策，设立政策性银行等；二是金融机构要改善服务、创新产品、支持地方金融机构建设；三是中小企业自身要加强管理、提高信誉度、走产业集群的道路。通过这些问题的解决， 来缓解和解决中小企业融资难的问题。最后，对全文的主要方面进行了总结，并提出了有待进一步研究的问题。 关键词： 中小企业 融资 经济学分析 华 中 科 技 大 学 硕 士 学 位 论 文 IIAbstract With the policy of prosperity for the centery of China and economic developm

10、sponses：Firstly， the government should create a favorable environment for enterprises to develop a number of preferential policies， the establishment of policy banks; Secondly， financial institutions should improve their services， product innovation， support local financial institution-building; Fin

We can take advartage of these solutions to alleviate the financing difficulties and solve problems. The last part summarizes the major points and also points out the

14、少数大企业和大量中小企业共存是多数国家企业规模结构的共同特征。中小企业是国民经济中的一支重要力量，在世界各国经济发展中都起着战略性作用，因此受到了各国政府、经济学家、企业家等相关人员的重视。美国政府将中小企业称为“美国经济的脊梁” ，日本经济学家认为“没有中小企业的蓬勃发展，就没有日本的繁荣” ，德国则视中小企业为“国家经济的重要支柱” （林汉川、魏中奇，2001） 。2004 年，在我国 134.6 万家工业企业中，中小企业数占总数的 99.8%，中小企业对国内生产总值的贡献为76.06%。以民营企业为例，2003 年选出的百强民营企业的平均增长速度达 210.14%，净资产报酬率达到 18
15、.4%（苗秀杰，2005） 。同时，中小企业还提供了大约 75%的城镇就业机会，吸纳就业和再就业的“蓄水池”作用更加明显。而且，随着消费个性化、差别化成为时尚，加上高技术的开发和应用，规模经济不再是实现经济效益的唯一手段，多品种、小批量、订单生产的生产方式将会越来越被重视，中小企业在国民经济发展中的作用将会变得愈发突出。因此，如何更好地促进和推动中小企业的发展问题也成了一个迫切需要解决的问题。 为了促进中小企业的发展，国家陆续出台了一些相应的法律法规，提供了一系列的政策支持。二十世纪末，各省都成立了中小企业局，指导中小企业改革与发展、组织中小企业对外合作、促进和健全中小企业服务体系。 中华人民
16、共和国中小企业促进法 ，已经于 2003 年 1 月 1 日开始实施。2003 年 3 月，国家经贸委、国家计委、国家财政部、国家统计局共同研究制定了中小企业标准暂行规定 ，该规定适用于工业，建筑业，交通运输和邮政业，批发和零售业，住宿和餐饮业。至此，中小企业的界定有了一个较为明确的标准。在中小企业日益受到各界重视，政府开始全面支持、促进中小企业发展的宏观背景下，各省、各地区中小企业的发展也就华 中 科 技 大 学 硕 士 学 位 论 文 2自然而然地成了研究和实践的一项重要课题。在全国经济发展的格局中，中部明显落后于东部地区，中小企业的发展形势亦是如此。随着我国“中部崛起战略”的实施，河南作为近一亿人口的第一大省，如何借助“中部崛起”的战略契机，抓住这次机遇，推动河南中小企业的发展是带动动河南经济发展，从而推动中部地区经济发展，促进国民经济增长的一项重要举措。 现代市场经济是
