1、 中文摘 要 I 摘 要 我 国 正 处 于 城 镇 化 快 速 发 展 阶 段 ， 经 济 、 人 口 的 聚 集 对 城 市 空 间 提 出 更 多 的 需 求 ， 表 现 在 城 市 建 设 用 地 的 不 断 扩 张 。 然 而 在 扩 张 过 程 中 ， 土 地 利 用 率 低 、 建 设 用 地 闲 置 、 人 均 建 设 用 地 超 标 、 城 市 用 地 粗 放 等 问 题 接 踵 而 至 。 因 此 ， 把 握 建 设 用 地 扩 展 时 空 特 征 ， 判 别 扩 张 的 驱 动 机 制 对 保 障 城 市 建 设 用 地 有 序 扩 展 、 城 市 空间合理扩张有极其重要
2、的现实意义。 当 前 ， 重 庆 市 正 在 努 力 构 建 国 家 中 心 城 市 、 长 江 上 游 地 区 经 济 中 心 和 金 融 中 心 ， 大 规 模 城 市 建 设 不 期 而 至 。 都 市 区 作 为 重 庆 政 治 、 经 济 、 文 化 的 核 心 展 示 区 域 ， 其 城 市 建 设 用地 扩 展 ， 是 重 庆 市 未 来 一 定 时 期 内 区 域 变 化 的 重 要 特 征 ； 其 扩 展驱动机制是各级政府宏观把控城市建设用地有序增长的重要依据。 本文在相关文献、理论梳理的基础上，分时段、多尺度研究 2000-2010 年间， 重 庆 都 市 区 各 区 域
3、建 设 用 地 扩 展 的 时 空 特 征 ， 然 后 从 自 然 条 件 、 社 会 发 展 、 经 济 增 长 、 政 策 法 规 等 四 个 方 面 采 取 定 性 定 量 相 结 合 的 方 法 对 比 分 析 各 区 域 建 设 用 地 扩展的驱动机制。 论文共分为六个部分： 第一部分 是 绪 论 。 介 绍 本 文 的 研 究 背 景 、 研 究 目 的 意 义 、 研 究 范 围 、 研 究 方 法、相关概念及研究内容和技术路线。 第 二 部 分 是 国 内 外 研 究 进 展 。 从 城 市 扩 展 模 式 的 研 究 、 城 市 扩 展 动 力 机 制 的 研 究 和 城 市
4、 蔓 延 问 题 的 探 讨 三 方 面 梳 理 国 外 研 究 进 展 ； 从 城 市 土 地 区 域 特 征 与 空 间 差 异 研 究 、 土 地 利 用 扩展 模 式 研 究 和 城 市 土 地 利 用 扩展 动 力 机 制 研 究 三 方 面 梳 理国内研究进展。在梳理 文献的基础上提出论文的切入点。 第 三 部 分 是 城 市 扩展相 关 理 论 。 在 经 济 理 论 阐 述 中 ， 文 章 解 释 了 城 市 扩展的 基 本 经 济 理 论 ， 即 聚 集 经 济 理 论 和 扩 散 经 济 理 论 ， 在 聚 集 扩 散 的 交 替 作 用 下 提 出 城 市 合 理 规 模
5、 理 论 。 在 此 基 础 上 分 析 城 市 扩展 的 一 般 过 程 ， 再 从 自 然 、 社 会 、 经 济、政策法规探讨城市 扩展动力机制。最后介绍城市精明增长理论 。 第 四 部 分 是 重 庆 都 市 区 建 设 用 地 扩 展 的 时 空 特 征 分 析 。 首 先 定 性 分 析 了 重 庆 自开埠以来的城市发展历程。 其次多时段多尺度分析了 2000-2010 年间重庆都市区 各区域建设用地扩展特征。 第 五 部 分 是 都 市 区 建 设 用 地 扩 展 驱 动 力 对 比 分 析 。 从 自 然 驱 动 力 、 社 会 驱 动 力、 经济驱动力和城市规划与城市发展战略
6、四个方面构建 15 个具体指标对比分析 各 区 域 驱 动 机 制 ， 并 采 取 主 成 分 分析 和 逐 步 回 归 分 析 相 结 合 的 方 法 定 量 判 别 各 区 域 建设用地 扩展 的主要驱动机制。 重庆大 学硕 士学 位论 文 II 第六部分是基于精明增长理论 提出建设用地 扩展调控策略。 从盘活存量土地、 加 强 增 量 建 设 用 地 用 途 管 制 和 规 划 用 地 许 可 、 划 定 城 市 增 长 边 界 、 合 理 利 用 地 下 空间、以公共交通为导向和加强房地产开发的控制和引导六方面提出调控策略。 关 键词 ： 建设用地，扩展 ，动力机制 ，调控策略 英 文
7、摘 要 III ABSTRACT With the rapid development of urbanization of China, economy and population need more urban space, reflected in the constantly expand of construction land. But, problem like low utilization rate 、idle land 、per construction land overproof 、extensive land use comes one after another.
8、 So it is necessary and have practical significance to identify space-time characteristics and driving force of construction land. Nowdays, Chongqing is trying to build national pivotal metropolis, economic and financial center of Yangtze upriver areas, because of these, large-scale urban constructi
9、on is coming. Urban area is core exhibition of politics, economy and culture of Chongqing, its space expansion of construction land, is the important characteristics of variation of area during a certain period in Chongqing in the future. Driving forces of spatial extension of construction land are
10、also important basis of orderly increase urban construction land for government regulation at all levels . First, on the basis of relevant literature and theory. The paper study expansion characteristics of construction land of Urban Area of Chongqing from different period and different scale from 2
11、000 to 2010.Second,the paper does qualitative and quantitative study about driving force of nine boroughs from four aspects like natural conditions , social development, economic growth, policies and regulations The paper is divided into six parts: The first part is the introduction. The second part is research progress at home and abroad.The paper discusses research progress abroad from patterns of urban expansion, driving force and urban sprawl. 13、at home from regional characteristics and Spatial differences of urban land The third part is relevant theories of urban space extension. First, introduce three economic theories ,such as the agglomeration economy theory, the spread of economic theory and rational city scale theory. On the basis of
