1、I 摘 要 我国的养老保障一直以来对于城市的重视程度要高于农村，对于养老保障 的财政投入也只有少部分投向农村。信阳市自 2004 年开始大力推进城乡一体 化，并将其作为促进城乡统筹发展、打破城乡二元结构、实现社会和谐的重要 手段。而阻碍城乡一体化的重要问题就在城乡社保与城镇社保的不统一相互分 离，新农保和城居保两项制度合并实施，对于缩小城乡收入差距和保持社会公 平维护社会稳定有重要的意义。 养老保障制度是建立在城乡分割发展的政策上的， 呈现出明显的二元结 构的特征：养老保险制度不统一、管理较为混乱，城镇保和新农保的信息不统 一。种种问题说明分离的养老保障制度遇到了来自各方面的挑战，已经越来越
2、不能满足经济和社会发展的需要。 本文在总结新型农村社会养老保险、城镇居民社会养老保险和城乡养老保 险的基础上，来分析当前信阳市在城乡养老保险一体化摸索过程存在的问题， 通过国内在这方面做的比较好的城市作为典型，来讨论信阳市城乡养老保险存 在问题的解决办法。 【关键字】 养老保险 ；二元结构 ；一体化 Abstract Chinas old-age security has always been to the citys importance than in the countryside,financial input for old-age security is also only a
