1、积极探索中国环保新道路以环境保护加快推进经济发展方式转变发展绿色经济应对气候变化在中国主题晚餐会上的讲话环境保护部部长 周生贤（2010 年 5 月 7 日）尊敬的各位来宾，女士们、先生们，朋友们：我就“积极探索中国环保新道路，以环境保护加快推进经济发展方式转变”问题，与大家交流看法。人类社会迈入 21 世纪以来，经济全球化深入发展，全球性环境问题进一步显现。时至今日，环境问题演变为与经济、政治、文化、社会和外交等密切相关的多层次、多维度、多视角的“世界问题复杂体” 。人们深刻认识到，环境问题的本质是发展道路、经济结构、生产方式和消费模式问题。2008 年 9 月爆发的国际金融危机，使得世界经
2、济遭受了 20 世纪大萧条以来最为严峻的挑战。国际社会和各国政府主动应对，努力探寻新的对策和出路。中国 4 万亿元人民币经济刺激计划中，用于节能减排和生态建设资金达 2100 亿元，加上支持自主创新、结构调整和应对气候变化的资金 3700 亿元，绿色投资比例达到 14.5%。发展绿色经济、实施绿色新政，把环境保护推到应对国际金融危机的“风口浪尖” 。中国政府历来高度重视环境保护，把保护环境确立为基本国策，把实施可持续发展作为国家战略。进入新世纪，提出建设生态文明，加快推进环境保护历史性转变，把加强环境保护作为应对国际金融危机和后危机的重要举措，积极探索中国环境保护新道路，以环境保护优化经济发展
3、、促进社会和谐。改革开放的 30 多年是中国环保事业大发展的 30 多年，也是不懈探索中国环保新道路的 30 多年。探索中国环保新道路，需要把握好探索方向和原则。从核心任务看，必须坚持把环境保护摆上更加重要的战略位置，加快推进历史性转变；从价值取向看，必须坚持环保为民的根本宗旨，切实解决关系民生的突出环境问题；从实现途径看，必须坚持人与自然和谐相处，让江河湖泊休养生息；从动力源泉看，必须坚持体制机制创新，尽早形成全社会保护环境的强大合力。探索中国环保新道路，需要构建系统的框架体系。制定与我国基本国情相适应的环境保护宏观战略体系，建立全防全控的防范体系，健全高效的环境治理体系，完善与经济发展相协
4、调的环境法规政策标准体系，构建完备的环境管理体系，形成全民参与环境保护的社会行动体系。探索中国环保新道路，需要促进环境与经济的协调融合。一部环境保护的历史，就是一部正确处理环境与经济关系的历史。正确的经济政策就是正确的环境政策，正确的环境政策也是正确的经济政策。离开经济发展谈环境保护，必然是“缘木求鱼” ；不顾环境保护片面追求经济发展，必然是“无源之水” 。探索中国环保新道路，需要做好应对国际金融危机和后危机时代的环保工作。近年来，我们坚持以做好应对国际金融危机和危机后环保工作为主线，以污染减排为抓手，以解决危害群众健康的突出环境问题为重点，环境保护成效不断显现。主要污染物减排取得好于预期的明
5、显成效。20062009 年，化学需氧量和二氧化硫排放量累计分别下降 9.66%和13.14%。二氧化硫“十一五” 减排目标提前一年实现，化学需氧量减排目标可以如期实现。2006 年以来，累计新增城市污水处理能力 4460 万吨/日，累计新增燃煤脱硫机组总装机容量 4.11 亿千瓦。截至 2009 年底，我国脱硫机组装机容量占全部火电机组的比重由 2005 年的 12%提高到 71%，城镇污水处理率由 2005 年的 52%提高到 72.3%。部分环境质量指标持续好转。与 2005 年相比，2009 年环保重点城市空气二氧化硫平均浓度下降 24.6 个百分点；地表水国控断面高锰酸盐指数平均浓度
6、下降 29.2 个百分点；七大水系国控断面 IIII类水质比例提高 37.3 个百分点。当前，我国已进入只有加快转变经济发展方式才能促进可持续发展的关键时期。加快经济发展方式转变，关键要有强大外力，就像石墨结构向金刚石结构转化需要高温高压外加催化剂那样苛刻的外界条件一样。进一步加强环境保护可以提供这一强大外力，而加快经济发展方式转变可以更好地促进环境保护。环境保护对推进经济发展方式转变具有综合作用，主要体现在“先导” 、 “优化” 、 “助推” 、 “扩容”和“增值”等方面。我们将着力从以下五个方面入手。第一，大力发展绿色经济、低碳经济和循环经济，以绿色发展带动经济转型。发展绿色产业，开发和推
7、广节约、替代、循环利用和减少污染的先进适用技术，最大限度地减少污染物排放。第二，深化环境影响评价制度，以源头控制推动产业优化升级。严格控制“两高一资”行业盲目扩张，坚决抑制产能过剩和低水平重复建设。第三，深入推进污染减排，以倒逼机制促进经济结构调整。深入推进结构减排、工程减排和管理减排，力争污染减排在实现既定目标的基础上取得更大成绩。第四，健全并完善环境法规政策标准体系，以环境成本优化资源配置。推进资源性产品价格改革和环保收费改革，深化绿色环境经济政策。第五，增强环境科技创新和支撑能力，以市场导向发展壮大环保产业。命运不关乎机会，而关乎对机会的把握和选择。我们相信，只要在探索中国环保新道路的征

10、rn though environmental measures.As mankind stepped into the 21st century, economic globalization continued to deepen and global environmental problems came to the fore. Nowadays, environmental problems have become multi-layered, multi-dimensional and multi-perspective “complex of world problems” th
11、at intertwines with economic, political, cultural, social and diplomatic issues. People are deeply aware that the root of environmental problems lies in development path, economic structure and consumption pattern. The global financial crises started in September 2008 brought about the most severe c
12、hallenge since the Great Depression in the 20th century. International community and national governments were quick to act and actively explored the way out. Among the 4 trillion RMB stimulus package of China, 210 billion were allocated for energy conservation, pollutant reduction and ecological co
13、nstruction, and 370 billion more aimed for supporting innovation, restructuring and combating climate change. These two parts of green investment combined reached 14.5% of the whole package. The promotion of green economy and green policies put environmental considerations to a key position in the f
14、ight against global financial crisis.The Chinese government has always placed environmental protection high on its agenda. It has set environmental protection as a basic national policy and sustainable development a national strategy. In the new century, China put forward the concept of ecological c
15、ivilization and promoting the historical transformations of environmental protection. Lately, strengthening environmental protection has become an important measure to cope with the global financial crisis and its repercussions, the exploration for a new path of environmental protection will help op
16、timize economic development and promote social harmony. Over the past 30 odd years since reform and opening up, China witnessed great progress in its environmental cause.
