2、s for Ships Routeing Systems of Yangtze River in Shanghai Section” and “Regulations for Navigation Traffic Safety Administration of Huangpu River in Shanghai” will be into effect as of the data March 1st, 2006.Every related vessels navigating in the water adapting to the regulation shall strictly ob
3、serve the Regulations above and act in accordance with the supervision of the local maritime administration. The Ministry of Communication of the Peoples Republic of China上海黄浦江通航安全管理规定Regulations for Navigational Safety Administration of Huangpu River in Shanghai第一章 总 则Chapter 1 General第一条 为维护上海黄浦江水
4、上交通秩序，改善黄浦江水域通航环境，保障船舶、设施和人命财产安全，依据中华人民共和国海上交通安全法等有关法律、法规和规章，制定本规定。Article 1 These Regulations are formulated according to the relevant provisions of the Maritime Traffic Safety Law of the Peoples Republic of China in order to improve the environment of shipping on waters of Huangpu River, secure ve
5、ssels and installations, contribute to the safety of lives and possessions.第二条 本规定中所称的黄浦江，是指从吴淞口灯塔至浦东界标的连线（即黄浦江界）与闵行发电厂上游边界至巨漕港上口连线（即港界）之间的水域。Article 2 The Huangpu River mentioned in these Regulations is referred to the waters within the areas of the line linking Wusongkou Lighthouse and Pudong Term
6、inus (downstream boundline of Huangpu River) to the joint line connecting the upstream borderline of Minhang Power Plant and the upper corner of Jucao Quay (the upstream borderline of Jucao Quay).第三条 本规定适用于在黄浦江从事航行、停泊和作业以及其他影响航行安全的活动。Article 3 These Regulations shall apply to all vessels and install
7、ations which are engaging in navigating, berthing, operating or other activities which would influence the navigational safety in Huangpu River.第四条 中华人民共和国上海海事局是实施本规定的主管机关。Article 4 Shanghai Safety Administration of Peoples Republic of China (Shanghai MSA) is the competent authority for these Regula
8、tions.第五条 黄浦江实行大船小船分流、各自靠右航行、分道通航的原则。Article 5 Separation schemes for large vessels and small vessels respectively, the principle of keeping as near to the out limit of channel and fairway which lies on her starboard side and traffic separation schemes are adapted in the Huangpu River.第六条 禁止在黄浦江从事捕捞
9、作业。Article 6 Fishing in Huangpu River is prohibited.第七条 禁止挂浆机船在黄浦江航行、停泊和作业。Article 7 Small power-driven vessels are prohibited from shipping, berthing, anchoring or operating in Huangpu River.第八条 游艇、游览船、广告船和体育运动船艇等除遵守本规定外，还应当遵守主管机关发布的其他特别规定。Article 8 Recreational crafts, pleasure vessels, advertisem
10、ent vessels and sport boats shall observe other specific regulations besides these Regulations issued by the competent authority.第二章 航 行Chapter 2 Navigation第九条 黄浦江主航道（见附件 1）供拖轮船队和 500 总吨及以上或船长 50 米及以上的船舶双向航行。黄浦江辅航道供 500 总吨以下且船长 50 米以下的船舶单向航行。黄浦江特殊航道供船舶双向航行。主管机关对在特殊航道航行有特殊要求的，船舶应予以遵守。船舶在吴泾深水航道内航行时，应当
11、遵守其特殊规定（见附件 2） 。Article 9 Main Channel of Huangpu River (as contained in Appendix 1) is two-way channel for tows, vessels 500 gross tonnage and more or vessels more than 50 meters in length. Assistant Channel is one-way channel for vessels 500 gross tonnage and less or vessels less than 50 meters in
12、 length.Specific Channel of Huangpu River is two-way channel. Vessels shall observe the special requirement dictated by the competent authority.Vessels navigating in the Wujing Deep-water Channel shall observe its special regulations (as contained in Appendix 2).第十条 船舶在规定的航道内航行时，应尽可能靠近其右舷的航道一侧行驶。船舶在
13、规定的航道内航行时，应与航标保持足够的安全距离。Article 10 Vessels proceeding in the prescriptive channel shall keep as near to the outer limit of the channel that lies on her starboard side as practicable.Vessels shall keep enough safe distance with buoys in the prescriptive channel.第十一条 大型船舶航行时应安排人员在船首了望并备锚。Article 11 A
14、proper look-out should be assigned at the bow and stand by the anchors on a large vessel during her navigating.第十二条 船舶航行时，航速不得大于 8 节。公务船舶在紧急执行公务时，其航速可以不受前款的限制。本条第一、二款规定不免除船舶负有对于附近正常航行、停泊或作业船舶、设施的浪损责任。Article 12 The speed of a vessel underway shall not exceed 8 knots per hour.This Article shall not a
15、pply to the speed of a public service vessels in line of duty.The preceding two terms of this article shall not exonerate the vessel from her liability for damage caused by the wave she formed due to her speed toward other vessels or installation under normal navigating, berthing, anchoring or opera
16、ting.第十三条 船舶在航道内航行时应当尽可能避免追越前方船舶。确需追越时（除禁止追越水域外） ，只要安全可行，应当从被追越船的左舷追越。船舶在航道内尾随航行时，尾随船舶应当与前方船舶保持足够安全的距离。Article 13 A vessel proceeding along the course of a fairway shall, so far as practicable, avoid overtaking other vessels. A vessel shall overtake on the port side of other vessels if oblige to do so as is safe and practicable (except overtaking prohibited areas). When stern-chasing is made, the chasing vessel shall keep with the vessel to be
