11、1 前 言随着国民经济与旅游业的繁荣，我国加大对旅游交通的投入，改善了交通基础条件，为旅游经济发展创造了较好环境。常规旅游交通方式包括公路、铁路、航空、水运4种。近20年来，一种既适于在山地、水域或山水相间的复杂地形区内应用，又能满足旅游者需求的交通方式客运索道交通在世界各地悄然兴起，迅速发展。客运索道交通已成为旅游地内主要交通方式和地区旅游交通收入重要组成部分。加之众多国际航空公司提供多条飞往中国的航线，为海外旅游者来华及国内旅游者提供了交通保证。对于地理条件来说不管是沿海城市还是内陆城市都拥有相当多的旅游资源，真是得天独厚，令国人赞叹不已。但是旅游的首要条件是交通好，目前国内虽说已建成不少的旅游线路，但是要进一步提高旅游质量，这些旅游线路还是不够，特别是对于省外的以及更远的游客来说还是存在很大的不便。外国政府很重视高速公路建设与发展，并全方位立法，重视环境保护，减少环境污染。对于具体的一些修建高速公路的规则和管理体制还将进一步完善和规划。高速公路的建设对促使第三产业迅速繁荣,旅游业发展提升城市品位，增加城市知名度和对外开放程度具有重要的作用。陕南在高速公路建成的两三年后，城市化水平得到显著提高,吸引大量资金流入,第三产业及其它产业将进入高速发展期,其拉动经济增长的明显性凸现,其潜在的拉动作用逐渐显露。但高速公路的建设对陕南旅游业发展是如何
