4、术、装备水平都比较落后。如何提高中小企业低碳技术创新能力、提高经济效益并激励他们不断创新奋斗已成为我国中小企业面临的一大挑战。对中小企业低碳技术创新存在的问题的研究，并对症下药提出相对有针对性的对策，能为政府、企业的管理部门提供可行的意见及建议，对维护中小企业低碳技术创新的生命力，促进经济发展发挥积极的作用。本文首先阐明了研究背景、研究本课题的目的、意义和国内外的研究现状，从而宏观上有一个较全面的了解，确定了研究方法和研究框架；其次，对低碳技术创新的相关概念进行了界定，并对中小企业低碳技术创新的必要性进行了探讨；第三，分析中小企业低碳技术创新存在的问题；第四，针对中小企业低技术创新存在的问题，
5、提出改进策略建议，以此提高中小企业低碳技术创新能力，以达到转变发展方式、调整产业结构、提高资源能源使用率及保护生态环境的目的。通过对中小企业低碳技术创新的分析，可以看出中小企业低碳技术创新在国民经济中具有重要地位,发展低碳经济也是其今后的必由之路。在经济高速发展的形势下，中小企业只有通过提高低碳技术创新的能力，才能使企业立于不败之地。关键词：中小企业，低碳技术创新，低碳经济第一章 引言1AbstractIn the background of economic globalization, knowledge, science and technology, increasingly impo
