4、 。 但 是 非 营 利 组 织 自 身 也 存 在 很 多 的 不 足 ， 弊 端 日 益 显 现 ， 尤 其 是 非营 利 组 织 在 资 金 运 作 中 的 违 规 和 腐 败 行 为 日 益 严 重 。 由 于 我 国 的 社 会 监 督 体 制 还 不 完 善 ，所 以 对 非 营 利 组 织 的 监 管 主 要 是 靠 政 府 来 进 行 。 有 关 如 何 防 止 非 营 利 组 织 资 金 滥 用 ， 政府加强资金监管的研究和实践尚少。本 文 着 眼 于 非 营 利 组 织 资 金 监 管 问 题 ， 首 先 在 对 非 营 利 组 织 及 政 府 监 管 概 念 研 究 的基
5、础上，首先阐明政府监管的必要性，又从公共责任、委托一代理理论的视角对我国非营利组织监督机制的构建做了理论依据上的分析。立 足 我 国 实 际 情 况 ， 对 我 国 政 府 在 非 营 利 组 织 资 金 监 管 方 面 的 进 行 分 析 研 究 、 从 监管 主 体 、 法 律 法 规 、 税 收 制 度 和 政 府 审 计 四 个 方 面 分 析 了 我 国 政 府 对 非 营 利 组 织 的 资 金监 管 所 存 在 的 问 题 及 产 生 原 因 。 又 通 过 对 英 美 两 国 政 府 对 非 营 利 组 织 的 管 理 进 行 分 析 ，总 结 出 其 在 法 律 框 架 和

However, there are many non-profit organizationsof their own deficiencies, shortcomings become increasingly apparent, especially non-profitorganizations in the financial operations of the increasingly serious irregularities andcorruption. As Chinas social supervision system is not perfect, so the

Non-profit organizations on how toprevent misuse of funds, the Government to strengthen financial supervision of research andpractice is still small.This article looks at non-profit organizations fund regulatory issues, fi
10、rst in the non-profitorganizations and government regulatory concept study based on the first clarify the necessityof government regulation, and from public responsibility, entrust an agency theory perspectiveon the supervision of non-profit organizations Mechanism made a theoretical basis for thean
