1、北 京 科 技 大 学 本 科 生 毕 业 设 计 （ 论 文 ）- 1 -摘 要首 都 城 市 是 一 个 国 家 的 核 心 城 市 之 一 ， 对 于 国 家 的 政 治 、 文 化 、 社 会 乃 至 经 济 发 展都 起 着 非 常 重 要 的 作 用 。 北 京 近 年 来 面 临 着 越 发 严 重 的 交 通 拥 堵 、 环 境 污 染 、 生 态 退 化 、公 共 服 务 不 足 、 治 安 管 理 等 突 出 问 题 ， 已 经 出 现 了 “大 城 市 病 ”。 为 解 决 这 些 问 题 ， 近 几年 提 出 了 一 个 很 重 要 的 解 决 途 径 “京 津 冀 一
2、 体 化 ”。 然 而 ， 在 这 个 世 所 罕 见 的 “一 个 首 都 、两 个 直 辖 市 、 三 个 行 政 区 ”中 推 行 一 体 化 改 革 ， 并 非 易 事 。 而 且 此 次 在 国 家 层 面 的 助 推下 ， 三 地 的 “合 体 梦 ”能 否 成 真 ， 引 发 期 待 。 北 京 城 市 功 能 繁 多 ， 战 略 定 位 不 科 学 ， 必须 从 疏 解 首 都 非 核 心 功 能 入 手 ， 加 快 治 理 城 市 病 ， 在 城 市 科 学 发 展 中 实 现 逆 城 市 化 和 再城 市 化 两 项 任 务 。 而 “京 津 冀 一 体 化 ”的 过 程
3、中 首 都 的 非 核 心 职 能 的 转 移 也 是 其 中 重 要的 一 环 。 因 此 北 京 之 所 以 人 口 、 资 源 、 环 境 矛 盾 尖 锐 ， 城 市 病 严 重 ， 源 于 计 划 经 济 体 制下 形 成 ， 改 革 开 放 以 来 不 断 加 强 的 公 共 资 源 和 城 市 功 能 过 于 集 中 。 所 以 说 ， 研 究 首 都 非核 心 职 能 转 移 过 程 中 出 现 的 问 题 及 对 策 分 析 可 以 说 是 一 个 “对 症 下 药 ”的 课 题 ， 我 们 通过 首 都 非 核 心 职 能 转 移 的 方 式 解 决 北 京 现 在 遇 到
4、的 “大 城 市 病 ”以 及 在 长 远 上 来 说 的 “京津 冀 一 体 化 ”的 实 现 ， 应 该 关 注 研 究 首 都 非 核 心 职 能 转 移 过 程 中 所 遇 到 的 问 题 ， 并 且 最好 能 够 找 到 解 决 这 些 问 题 的 方 法 。 这 对 解 决 北 京 的 “大 城 市 病 ”， 建 造 一 个 和 谐 美 好 的首 都 ， 顺 利 的 实 现 “京 津 冀 一 体 化 ”都 具 有 十 分 深 远 的 意 义 。 关 键 词 ： 首 都 非 核 心 职 能 转 移 分 析北 京 科 技 大 学 本 科 生 毕 业 设 计 （ 论 文 ）- 2 -Tr
