1、成都理工大学工程技术学院毕业论文上海市中小型民营企业生存状况研究作者姓名：专业名称：文 秘指导教师：上海市中小型民营企业生存状况调查研究- I -摘要我国目前以中小型民营企业为主的各类中小企业已超过 800 万家，占我国企业总数的 99%以上，其工业产值、实现利税和出口总额分别占全国的 60%、40%和 60%左右，并提供了 75%的城镇就会。1976 年至2006 年，从农村转移出的 2.3 亿劳动力大多数在中小型民营企业就业。中小企业问题是个国际性的问题，中小企业在各国经济发展过程中都有不可替代的作用，各国政府都在积极地采取各种政策支持本国的中小企业发展。长期以来我国政府把精力主要放在了发
2、展国有大中型企业上，而对中小企业的支持力度不够，特别是个体私营的中小型企业曾受到社会和政府的各种歧视，缺少良好的发展环境。目前我国中小企业的发展呈现出的特点如下：地区间发展不平衡；企业普遍缺乏成长性；企业的技术落后，创新能力不强；组织管理落后。随着中国经济的进一步对外开放，民营企业要做强做大，在内外制度上应有大的突破，但是现行制度环境成为制约民营经济发展壮大的主要瓶颈，创新制度环境是突破这种瓶颈的关键。关键词：上海市 中小型 民营企业 生存状况 上海市中小型民营企业生存状况调查研究- II -AbstractWith small and medium private enterprise no

10、压力大，在夹缝中求生存，因此，更具有进取精神。由于有灵活机动的经营机制，能对各种信息作出迅速反映并集中力量进行研究，从而创造出比大企业更高的创新效率。并且，很多中小型民营企业在不断细化的市场分工中做大做强，成为产业链配套的“配角经济”。为了更好的推动经济发展，实现人均财产比例差距较小，发展中小型民营企业成为主流，然而中小型民营企业怎样生存成为一大难题。上海市中小型民营企业生存状况调查研究-2-1中国中小型民营企业概述1.1 中国中小型民营企业概述（1）按照我国对企业的定义，年营业额在五个亿以下的都属于中小型企业，所有的非公有制企业均被统称为民营企业。在公司法1 中，是按照企业的资本组织形式来划分企业类型的，主要有：国有独资、国有控股、有限责任公司、股份有限公司、合伙企业和个人独资企业等。按照上面对民营企业内涵的界定，除国有独资、国有控股外，其他类型的企业中只要没有国有资本，均属民营企业。（2）工业、中小型企业须符合以下条件：职工数 2000 人以下，或销售额 30000 万元以下，或资产总额为40000 万元以下。（3）建筑业、中小型企业须符合以下条件：职工数 30000 人以下，或销售额 30000 万元
