1、中共甘肃省委党校研究生毕业论文论文题目： 甘肃省公路养护管理体制改革研究 班级形式： 在 职 研 究 生 学员姓名： 学科专业： 公 共 管 理 导师姓名、职称： 论文工作起止时间： 2010 年 10 月2011 年 5 月 【内容摘要】在计划经济条件下形成的甘肃省公路养护体制及运行机制，已远远不适应当今公路快速发展的需要，并且，在一定程度上阻碍了公路养护事业的发展。因此，必须对现有的公路养护体制及运行机制进行改革。2003 年 6 月 1 日，交通部颁布的公路养护工程市场准入暂行规定和公路养护工程施工投标招标管理暂行规定正式实施，甘肃省公路养护体制及运行机制改革正式拉开了序幕。规定的出台，
2、引起我省公路部门的高度重视，尤其是 2009 年国家费改税的完成，迫使公路养护工作纳入有序的法制管理轨道，如果我们从根本上改变了传统的养护作业方式与经营管理方式，就会大大提高公路养护工程的投资效益，增强养护队伍的施工水平。从 2003 年开始，甘肃省交通厅按照建立市场经济体制的要求，以及“精简机构，理顺关系，转变机制，事企分开，消除弊端，加强管理，限编减员，提高效率”的原则，积极稳妥地推进公路养护体制及运行机制的改革。在多方面的探索和实践的基础上，本文根据国家关于公路养护体制改革的总体思路，结合甘肃省公路养护管理体制的实践，总结提出了甘肃省公路养护体制及运行机制改革的方案。按照理论指导实践的原
3、则，本文从公路养护体制和运行机制的理论研究入手，提炼出了公路养护体制和运行机制改革的指导思想、主要目标、原则、要求和任务，以及推进甘肃省公路养护体制改革的现实意义。在此基础之上，认真研究分析了甘肃省公路养护体制改革的现状，从取得的成绩到目前体制改革存在的主要问题，以及公路养护体制改革的难点。在分析问题的基础上，提出了甘肃省公路养护体制及运行机制改革的思路。从加快公路建设步伐，到逐步实现公路养护市场化和社会化，提出了坚持管理创新构建新型公路交通体制设想，同时总结了六种公路养护体制改革的方案。但是，由于公路养护体制及运行机制的改革处于不断探索发展阶段，还有大量的工作要做，因此，需要我们公路部门在改
4、革中，不断实践、不断探索，逐步摸索出一条适合甘肃省的科学有效的公路养护管理体系，逐步建立起符合市场经济体制要求的公路养护体制及运行机制，以适应公路养护市场快速发展的需要。本文重点研究了甘肃省公路养护体制及运行机制改革的问题，提出了甘肃省公路养护体制及运行机制改革的一些方案和建议，希望能给甘肃省公路养护体制及运行机制改革的实施者一些新的启示。【关键词】:公路 养护 体制 机制 改革【Abstract】Highway maintenance system and operation mechanism of Gansu province, built under the planned econo
5、my, could not meet demand of rapid development of highway any more nowadays, even stand in the way of development of highway maintenance. Therefore, these two systems must be reformed. On 1 June, 2003, Temporary Provisions on Access to Highway Maintenance Construction Market and Temporary Provisions
6、 on Management of Highway Maintenance Construction Bidding and Tendering issued by Ministry of Communications were put into effect. Since then, reform of highway maintenance system and operation mechanism of Gansu province officially began. Especially when tax reform finished in 2009, highway mainte
7、nance began to be managed legally and orderly. Highway department of our province pays great attention to these regulations. If we fundamentally change traditional highway maintenance system and operation mechanism, investment returns of highway maintenance projects would be greatly increased and op
8、eration level of maintenance team would be improved. From 2003, according to demand of building market economy system, and in principle of streamlining government departments, clarifying relationship, transforming mechanism, separating public institution and enterprise, removing defects, enhancing m
9、anagement, limiting and reducing personnel and improving efficiency, Ministry of Transportation of Gansu province actively and stably pushes forward reform of highway maintenance system and operation mechanism. On the basis of extensive exploitation and practice, this thesis proposes reform plan of
10、highway maintenance system and operation mechanism in Gansu province according to governments plan and Gansus situation. Because theory instructs practice, by researching theory of highway maintenance system and operation mechanism, this thesis provides guideline, main target, principle, requirement
11、s, and task of reforming highway maintenance system and operation mechanism, and realistic meaning of reforming highway maintenance system in Gansu province. On this basis, this thesis comprehensively analyses situation of highway maintenance system in Gansu province, from accomplishments to main is
12、sues in reforming, and difficulties of reforming. Then this thesis provides a way of thinking for reform, which is insisting on management innovation and building new highway communication system. Whats more, six plans for reforming highway maintenance system are summarized. However, because reform
13、of highway maintenance system and operation mechanism is still in a process of exploration and development which needs a great deal of work, our highway department should gradually find a scientific and effective highway maintenance management system applicable to Gansu province. We should build a s
14、ystem which could meet demand of market economy and adapt to rapid development of highway maintenance market. In a ward, this thesis mainly researches problems in the reform of highway maintenance system and operation mechanism of Gansu province and proposes some plans and advices for reform. It is
