3、识别出发，重点探讨了装备批生产阶段的质量风险管理的具体实施方法和过程，在此基础上，提出了加强装备质量风险管控工作的 5 条保障措施，为今后装备研制生产工作提供科学有效的理论依据和实践方法。本文首先梳理了国外先进国家装备风险管理的发展历程和基本做法，研究了装备采购风险管理在国内理论研究、法规体制建设及实践应用中的发展情况并系统归纳总结出国内武器装备质量风险管理存在的 7 个方面的不足；其次，武器系统研制生产实现流程出发，对各设计开发阶段可能存在的质量风险因素进行了全面识别；再次，对装备批次生产过程质量风险进行了识别，运用概率 -影响（ P-I）矩阵方法对质量风险进行了分析和排序归类，找出了影响装
4、备批次生产质量的关键重要风险，并研究了处置质量风险的方法和具体措施；最后，为有效开展质量风险管理工作，针对当前存在的主要问题，提出了加强武器装备质量风险管理工作的 5 条措施。关键词：武器装备；质量风险；管理-I-哈尔滨工业大学管理学硕士学位论文AbstractThe quality of the military equipments is a strategic problem, relating tosoldiers lives and victory or defeat in the coming war. In the new era, the workto control the
5、military equipments quality has to face the new difficulties, suchas market purchase and the application of lots of new and high technologies andso on. This paper is established in the author s work as a military representative,mainly for supervising the process of manufacturing military equipments
6、andchecking the products quality. The paper explores the techniques to reduce thequality risk in the process of manufacture and enhance the quality of productscurrently. The techniques will offer the scientific theory and methods for themilitary representatives work .The paper reviews the history of
7、 the theory and practice of the qualitymanagement, to contrast United States of America with China in the militaryequipments risk management, to analyse the character of the domestic batchproduction and six methods applied at large in the quality management. In the last chapter, the paper researches thequestion how to watch the quality risk, to research the five methods for watchingthe quality risk
