4、 业 结 构 的 不 断改 善 促 进 经 济 的 快 速 发 展 。 产 业 结 构 的 这 种 改 善 建 立 在 详 细 的 ， 合 情 合 理 的 分析 研 究 上 。 本 文 在 大 量 的 文 献 查 阅 和 调 查 的 基 础 上 ， 对 乌 鲁 木 齐 产 业 结 构 进 行了 理 论 研 究 和 科 学 分 析 。 乌 鲁 木 齐 产 业 结 构 的 研 究 通 过 以 下 三 种 分 析 方 法 展开 ， 即 变 动 度 （ 产 业 结 构 的 变 化 程 度 ） 、 偏 离 度 （ 检 验 产 业 结 构 的 特 别 有 效 方法 之 一 ） 和 偏 离 一 份 额 分
5、析 法 （ SSA 分 析 法 ） 。 总 结 出 了 乌 鲁 木 齐 产 业 结 构 中最 明 显 的 问 题 。乌 鲁 木 齐 是 新 疆 的 最 重 要 、 最 大 的 综 合 性 生 产 基 地 ， 是 我 国 向 西 连 接 的 通 道和 对 外 经 济 贸 易 的 重 要 出 口 ， 战 略 地 位 具 有 极 大 的 优 势 。 因 此 , 乌 鲁 木 齐 产 业 结构 的 优 化 和 城 市 经 济 的 快 速 发 展 对 全 疆 、 全 国 具 有 极 大 的 重 要 意 义 。 从 乌 鲁 木齐 经 济 发 展 的 现 状 出 发 ， 应 用 区 域 经 济 研 究 的 相
6、 关 理 论 和 方 法 ， 对 乌 鲁 木 齐 的产 业 结 构 进 行 了 研 究 ， 且 根 据 分 析 结 果 给 出 了 一 定 的 调 整 措 施 和 建 议 。通 过 对 乌 鲁 木 齐 产 业 结 构 的 分 析 ， 笔 者 认 为 ， 改 革 开 放 以 来 乌 鲁 木 齐 市 的产 业 结 构 面 向 工 业 化 成 熟 阶 段 的 转 化 。 乌 鲁 木 齐 具 有 “ 大 城 市 , 小 郊 区 ” 的地 区 结 构 , 也 有 第 一 产 业 发 展 的 限 制 因 素 , 因 此 产 值 占 GDP 的 比 重 不 足 2%。可作 为 新 疆 的 政 治 、 经 济
7、 、 文 化 中 心 , 第 二 、 第 三 产 业 高 度 聚 集 , 社 会 化 和 工业 化 的 程 度 比 较 高 。 乌 鲁 木 齐 是 全 疆 第 三 产 业 最 发 达 的 城 市 ,2000 年 第 三 产 业占 GDP 的 比 重 高 达 61.68 %， 所 以 ， 要 结 合 乌 鲁 木 齐 区 情 进 行 调 整 ， 可 达 到 改 善和 提 升 产 业 结 构 的 目 的 。我 们 以 乌 鲁 木 齐 目 前 的 产 业 结 构 特 色 为 出 发 点 ，运 用 相 关 的 科 学 知 识 和 研究 方 法 ， 在 本 文 里 建 立 了 区 域 主 导 产 业 评
8、价 指 标 体 系 ， 利 用 区 位 熵 法 和 实 证 研究 ， 进 行 各 产 业 对 比 ， 筛 选 出 乌 鲁 木 齐 的 主 导 产 业 。 通 过 分 析 ， 本 文 筛 选 出 以下 产 业 可 以 作 为 乌 鲁 木 齐 今 后 一 段 时 间 内 的 主 导 产 业 ， 即 交 通 运 输 及 仓 储 业 、建 筑 业 、 批 发 零 售 业 、 餐 饮 业 和 其 他 服 务 业 。 此 研 究 结 论 与 乌 鲁 木 齐 社 会 经 济发 展 的 基 本 状 况 相 符 合 ， 拥 有 比 较 出 色 的 客 观 性 和 现 实 性 。关 键 词 ： 乌 鲁 木 齐 ；

This improvement of industrial structure built ona detailed an
10、d reasonable analysis. In this paper, on the basis of the literature reviewand survey, carries out theory research and scientific analysis to industrial structure ofUrumqi. Urumqi industrial structure research is spread through the following threeanalytical methods that the Degree of alteration (the
11、 degree of change of industrialstructure), the degree of deviation (one of the particular effective method to inspectindustrial structure) and Shift - share analysis (SSA). Summed up the most obviousproblem in the industrial structure of Urumqi.Urumqi, Xinjiang is not only the most important and the
12、 largest integratedproduction base, but Chinas west connection channel and important exit ofinternational economic-trade, the strategic position has a great advantage as well. SoUrumqis optimization of industrial structure and the citys rapid economicdevelopment play a significant role on whole regi

Proceed from thecurrent situation of Urumqis economic development, applying theories and methodsof regional economic research, Urumqi industrial structure has been studied, and theresults of the analysis are given a certain amount of adjustment measures andrecommendations.By the Urum
14、qi industrial structure analysis,author accounts,since the reformand opening up the industrial structure of Urumqi has turn towards conversion of themature stage of industrialization.Urumqi not only has the regional structure of a bigcity, a small suburb,but also limiting factor in the development o
15、f the firstindustry,therefore, the output value of the proportion of GDP is less than 2%.Can beused as a political, economic and cultural center of Xinjiang, secondary and tertiaryindustries highly aggregated , and has a relatively high degree of socialization andindustrialization.Urumqi is the tert
16、iary industry the most developed city inXinjiang ,the proportion of tertiary industry in GDP of up to 61.68% in 2000,so, inconjunction with the Urumqis regional situation conducting adjustment,can beachieved to improve and upgrade the industrial structure purpose.To Urumqi current characteristics of the industrial structure as a startingpoint,use of scientific knowledge and research methods in this paper to establishevaluation index system of
