2、体规划控制下，北京市、天津市与河北省分别按照行政区域编制实施的，实施性规划有土地利用总体规划、土地整治规划等。行政辖区控制与区域统筹发展是区域发展战略中普遍存在的矛盾。土地规划统筹与实施是破解区域协调发展难题的重要手段，构建区域省（直辖市）市县乡镇五级的土地规划统筹平台。因此，发掘现阶段京津冀土地规划编制与实施中的问题，提出改进机制与对策，对促进京津冀协调统筹发展有基础保障和积极意义。关键词： 土地规划 土地利用总体规划 京津冀协同发展 区域统筹 2AbstractIn recent years, the government work report repeatedly proposed t
