2、世 界 第 一 人 口 大 国 ， 同 时 也 是 粮 食 生 产 与 消 费 大 国 。 发 展 粮 食 期 货 市 场 不 仅 关系 着 广 大 粮 农 、 消 费 者 、 经 营 者 的 切 身 利 益 ， 还 关 系 着 国 计 民 生 和 社 会 稳 定 。 我 国 粮 食 期货 市 场 至 今 虽 已 走 过 了 十 多 年 的 风 风 雨 雨 ， 经 历 了 超 常 规 发 展 的 初 创 期 ， 也 经 历 了 问 题 迭出 的 整 顿 期 ， 但 相 较 于 外 国 市 场 而 言 国 内 市 场 还 是 一 个 新 兴 的 市 场 。 然 而 ， 此 时 我 国 粮 食期
3、货 市 场 正 迎 来 有 史 以 来 最 好 的 发 展 时 期 。随 着 ， 社 会 主 义 市 场 经 济 的 迅 速 发 展 和 入 世 后 面 临 的 市 场 形 势 变 化 ， 推 动 着 我 国 粮 食流 通 体 制 改 革 的 不 断 深 化 ， 加 快 了 国 有 粮 食 企 业 改 革 的 步 伐 ， 同 时 也 对 我 国 粮 食 期 货 市 场的 发 展 提 出 了 新 的 要 求 。 本 文 首 先 介 绍 了 我 国 粮 食 期 货 市 场 的 发 展 历 程 和 现 状 ， 对 中 国 粮食 期 货 市 场 做 了 个 简 单 分 析 。 然 后 提 出 了 当
4、前 我 国 粮 食 期 货 市 场 存 在 的 交 易 品 种 少 、 研 发实 力 落 后 ， 市 场 投 资 者 结 构 不 合 理 ， 市 场 机 制 不 健 全 和 缺 乏 完 善 的 法 律 法 规 等 一 系 列 问 题及 其 原 因 。 最 后 ， 以 湖 北 为 例 ， 结 合 中 国 发 展 粮 食 期 货 市 场 的 发 展 经 验 以 及 湖 北 自 身 的 优势 特 点 ， 简 单 分 析 了 湖 北 地 区 发 展 粮 食 期 货 市 场 的 对 策 。 从 而 能 够 更 深 层 次 地 研 究 我 国 粮食 期 货 市 场 存 在 的 问 题 及 发 展 对 策

Then put forward the current existence of Chinas grain futures markettransactions less varieties, research and development strength behind the marketstructure is irrational investors, the market mechanism is not

15、度 不 断 加深 ， 粮 食 市 场 体 系 逐 步 完 善 ， 粮 食 期 货 市 场 的 功 能 和 作 用 日 益 明 显 。 粮 食 生 产 者 和 经 营 企业 面 对 国 际 化 竞 争 的 大 背 景 ， 迫 切 需 要 一 个 有 权 威 的 粮 食 市 场 价 格 指 导 生 产 和 经 营 ， 需 要多 种 避 险 工 具 分 担 市 场 风 险 ， 粮 食 期 货 市 场 的 价 格 发 现 和 规 避 风 险 功 能 正 好 可 以 满 足 这 两方 面 要 求 。 中 央 一 号 文 件 提 出 ， 从 2004 年 开 始 ， 国 家 将 全 面 放 开 粮 食 收
16、 购 和 销 售 市 场 ，实 行 购 销 多 渠 道 经 营 ； 粮 食 保 护 价 格 范 围 进 一 步 缩 小 ， 农 业 直 接 补 贴 试 点 范 围 扩 大 ， 为 粮食 期 货 市 场 的 发 展 发 挥 提 供 了 新 的 契 机 ； 同 时 ， 中 央 一 号 文 件 还 明 确 指 出 要 完 善 粮 食 现 货和 期 货 市 场 ， 稳 步 发 展 粮 食 期 货 市 场 。 2007年 9月 ， 国 家 粮 食 局 发 布 的 全 国 粮 食 市 场 体系 建 设 “ 十 一 五 ” 规 划 中 明 确 提 出 了 “ 发 展 粮 食 期 货 市 场 ， 完 善 和 规 范 粮 食 期 货 市 场 ”为 我 国 “ 十 一 五 ” 期 间 粮 食 市 场 体 系 建 设 的 五 项 主 要 任 务 之 一 。 在 这 种 新 形 势 下 ， 如 何 进一 步 开 放 粮 食 期 货 市 场 ， 完 善 期 货 市 场 功 能 ， 促 进 粮 食 期 货 市 场 的 发 展 ， 是 当 前 粮 食 工 作
