3、本和电子文件。（保密的学位论文在解密后适用本授权说明）学位论文作者签名： 导师签名：签字日期： 年 月 日 签字日期： 年 月 日摘要随着中国经济社会发展速度加快，建筑市场也迎来了快速发展的时期，大型基础设施项目和商业项目均如雨后春笋般出现，这些项目在促进当地经济发展的同时，其合同管理人员的专业素质却不能跟上建筑市场的发展，尤其在工程价款管理方面的业务不精，导致在结算过程中，发、承包双方产生大量纠纷，严重影响了建筑市场的平稳发展，因此，亟需对工程价款管理体系及其中的管理内容进行探讨，为解决此问题，本论文研究内容如下：首先，本文通过风险分担理论，分析了发包人的风险承担意愿，并将风险承担意愿与发包
4、人合同类型选择相结合，做为工程价款管理的基础。其次，本文对工程价款管理中的重点问题和管理工具进行了论述。运用文献分析的方法，通过归纳对比建设工程工程量清单计价规范 GB2008-50500 、 建设工程价款结算暂行办法 、 标准施工招标文件（2007 年版） 、 建设工程施工合同示范文本GF-1999-0201等文件，界定了工程价款管理体系的具体内容。最后，本文针对工程价款管理各个部分内容中的重点问题，分别进行探讨。运用文献勾选法，找到重点问题；结合文献分析的方法，寻求其在法律层面上的规定，找出问题存在的根本原因，并给出解决方法；同时配合案例辅证，使发、承包双方对在招投标阶段之后的合同订立、价
5、款支付、价款调整、工程签证、工程变更、工程索赔、竣工结算过程中等诸多管理内容中涉及的重点问题有明确的认识和正确的管理方法。本文通过对工程价款管理体系的研究，提高了发、承包双方工程价款管理意识和管理方法，从一定程度上减少工程结算纠纷的发生，维护了双方的利益。关键词： 工程价款 工程量清单 施工合同 管理体系AbstractWith Chinas economic and social development, Construction market has also entered into a rapid development period. Large infrastructure pro
6、jects and commercial projects, are springing up appear, these projects are promoting local economic development but at the same time, contract managers professional quality cannot keep pace with the development of the construction market, especially in poor construction price management, as a result
7、, in settlement, both contractors and employers refers to a lot disputations, seriously impact on the smooth development of the construction market. Therefore, the Framework of Construction Price Management and tne content about it must be research immediately, in order to resolve this problem, this
8、 thesis are as follows:First, through the risk assignment theory, analyze the risks assignment intention of the empolyer, and combine with contract type selection, established as the foundation of contruction price management.Second, discusse the important contents and management method in construct
9、ion price management. Use literature analysis method, through comparing the documents named Construction Bill of Quantities Specification GB2008-50500, The interim measures of construction project price settlement, The construction standard bidding document (2007 ver), and the Construction contract
10、demonstrative text GF-1999-0201, describe the specific content in framework of construction price management. At last, according to all the management contents in contruction price management, some important problems should be discussed. Use literature scoring method, find the important contents. Co
11、mbine the literature analysis method, find evidence in the laws or regulations, original causes of existence, and give a solution; at the same time, cooperate with casies to check the solution, In this way, it can make the employer keep an eye and master the appropriate method on signing the contrac
12、t, after bidding stage, payment of the construction price, adjustment of the construction price, engineering visa, varations, claims, final settlement procession that some important problems refer to them.From researching on framework of construction price management in this thesis, enhance the valu
