3、、城市化和国家重点工程建设的不断加快，我国很多农村耕地被征用导致部分农民失去了赖以生存的土地。面对这种状况，我国在对待农村失地农民这一问题上出台了一系列的社会养老保险制度，但是这些制度还是不够完善，势必会影响到了我国失地农民的生存及发展，一旦这个问题不尽快解决，必定会影响到社会经济稳定的发展。本文认为铜陵市失地农民养老保险还存在一些缺失现象，如精算理论不足、保险给付水平偏低、失地农民对现行制度缺乏信任感和管理体制不完善等。本文分析了上述缺失现象，并借鉴了国内发达地区失地农民养老保险模式的基础上，提出了建立铜陵市失地农民养老保险的政策建议。本文认为铜陵市失地农民养老保险制度模式，针对不同年龄段农
4、民采取了不同的办法；坚持基本参加养老保险多层次化，土地出让收益应该作为失地农民养老保险筹资的主要来源；将社会统筹基金和个人账户基金分别交由不同的机构管理，从而提高养老基金的投资收益率。这样能够更好更快的解决失地农民养老保险这一日益严重的社会问题。关键词: 失地农民；养老保险；社会保障制度失地农民养老保险问题探析铜陵市为例 英文摘要PROBE INTO THE ENDOWMENT INSURANCE FOR FARMERSTONGLING CITY AS AN EXAMPLEABSTRACTIn recent years, with accelerating industrialization,
