1、南京航空航天大学硕 士学位论文 i 摘 要 通用航空 作为 民用航空的 重要组成部分， 对国家经济建设、社会 公共服务 具有重要的战略意义。 研究我国 通用航空 市场 的需求特点 、 需求程度、 需求分布 及 保障服务 ， 对于 国家 引导市场 发展 、 企业制定生产计划具有参考作用和现实价值 。 本文基于服务对象的角度，探索我国通用航空 市场发展 及 地面保障能力。 首先分析了 世界及我国通用航空市场现状 ， 提出了 市场的 需求特点； 继而 基于灰色星座聚类理论 ，探讨 通用航空中 工业航空 作业 、农林业航空 作业 及其他作业 形式在各 地区的需求 分布情况 。 研究 认为 目前我国工业
2、航空作业是 通用航空首要 作业形式，主要分布于沿海及北方地区 （黑、辽、蒙、新） ；农林业航空作业是 次要 作业 形式 ， 北方地区为主导需求区域 ； 为公众生活提供服务的 公务航空、执照培训 、私人飞行 等 是 最具发展潜力的作业形式 ， 飞行活动主要集中于 我国一线及部分二线城市 ；此外航空医疗救护、通勤航空等 新兴作业项目的需求也已初 显。 通用航空市场的发展必须以强有力的地面保障服务为支撑 ， 本文从 通用航空机场（以下简称“通用机场”） 和 固定基地运营商 FBO（ Fixed Base Operator） 两个角度探索通用航 空的保障能力 。 通用机场 是为 一般 通用航空器 提供
3、服务的 基础 保障设施 ， 本文 基于复杂网络理论， 通过纳入 空间、经济、通用航空需求性等因素 建立了通用机场规划模型 并 对既有机场布局 进行 分析，得出 通用机场网络兼具小世界及无标度特性， 进而挖掘网络中重要的机场节点， 并进一步探讨各地区通用航空需求程度与保障程度的匹配性 问题 ， 建议 未来 可在北方地区及广东省新建通用机场。 FBO 是为公务 机提供保障的基本设施 ，本文 分析了我国 FBO 的现状，着重探索 FBO 的运营规范标准、投资建设模式和业务开发模式， 提出在政策规章上加强管理的规范化，在投资建设上 加强市场的驱动化，在运营服务上加强业务的多元化可促使我国 FBO 健康

Research on China GA market de
5、mand and support facilities can help to guide the market development and make production plan. Based on the perspective of GA service, this paper engages in exploring Chinas GA market behavior and support ability. First analyze the market current situation between world and China, point out market d
6、emand characteristics; then discuss the demand distribution of industrial aviation, agroforestry aviation and other kinds based on grey constellation cluster theory. Studies suggest that industrial aviation should be the most important operation form, mainly distributed in the coastal provinces and
7、the northern region (Heilongjiang, Liaoning, Mongolia, Xinjiang). Agroforestry aviation is the secondary form which the northern region needs most. Business Aviation, training flight and private flight to service public life are the most potential forms, whose flight activities are mainly in Chinas
8、first-tier and second-tier cities. In addition, other emerging operation forms like aviation medical aid and commuter airline appear. GA development must be supported by strong ground services. It is from two angles of GA airport and FBO (Fixed Base Operator) to explore support capabilities. For GA
9、airport serving for small aircraft, establish an airport planning model from factors of space, economy and demand, evaluate existing GA airport layout based on the complex network topology, reach a conclusion that airport network both have small-world and scale-free features. Then tap the important
10、airports, further explore the level of protection whether matching the degree of GA needs in each region, and recommend to build new airport in northern China and Guangdong Province in the future. For FBO (Fixed Base Operator) serving for business jets, analyze the FBOs present situation, put forwar
11、d to strengthen the management of policies and regulations, market-driven of investment and construction, diversity of business forms to promote FBO healthy development in China.
