3、地方政府债券。地方政府债券的开闸与试点，意味着我国地方政府今后将走上市场化融资的道路。地方债发行的意义在于满足地方政府的融资需求，而且对于我国治理地方政府庞大的隐性债务，开展阳光融资有着重要意义。但是由于我国行政、经济体制不完善加上地方政府的债务存量巨大，使得尚处于新生阶段的地方债面临种种考验，背后隐藏着种种风险，需要我们未雨绸缪，防患于未然。 为此，本文的目的在于对我国发行地方债存在的潜在风险进行研究，并指出信用风险是地方债最大和最根本的风险。本文在研究相关地方债风险理论和我国地方债发行现状的基础上，分析了我国地方债存在的风险种类。特别地，本文运用了 KMV 模型，以上海、湖南和青海三个省市
4、为范例证明和分析了地方政府债券发行存在的信用风险。其余风险主要包括行政、经济体制风险，地区经济差距扩大化风险和道德风险。关于如何能解决以上地方债的问题，本文认为美国和日本这两个代表不同政治体制国家的发债和债券监管经验可以给予我国很多启示，值得我们借鉴和思考。最后，在结合发达国家经验和我国实际情况的基础上，针对上文提过的各种风险，希望能各个击破，一一提出配套的体制改革和风险防范建议。 关键词：地方政府债券；地方债务；体制改革；风险防范 我国地方政府债券风险研究 V Abstract Ever since the outbreak of financial crisis of 2009, the
5、central government, for the first time, approved the issuance of 200 billion Municipal Bonds in order to stimulate the economic recovery. Then, on October, 2011, the state council authorized four regions of Shanghai、Zhejiang、Guangdong and Shenzhen to pilot the issuance of MB voluntarily within the s
6、cale of central provisions. The gate opening and the pilot of the MB mean that the local governments in China are on the way of market-oriented financing. The significance of MB is not just to satisfy the financing need of local governments, but also to help China with clearing the huge implicit deb
7、t from local governments. However, the administrative and economic systems in China are far from mature, and the size of the debt is extremely huge, which all make the new-born MB face all sorts of challenges and risks. We cannot be to too careful with these problems. Therefore, the goal of this pap
8、er is to explore the underlying risks for MB and mention that the credit risk is the major and fundamental one. Basing on some relevant MB risk theories and the status quo of MB in our country, this paper analyzes the categories of MB in China. Particularly, the KMV model is used and places of Shang
9、hai, Hunan and Qingdao are set to be the examples to prove and analyze the credit risk for MB. The rest risks include system risk, the increasing development gap between areas and moral hazard. As to tackle the problems mentioned above, I think that the MB issuance and supervision experiences of Ame
10、rica and Japan which representing two countries with total different political systems can give us a lot of enlightenment that deserves our learning and reflection. In the end, dependent of the successful experiences of foreign countries and our actual situation, this paper put forward advices of sy
11、stem reformation and risk prevention according to each risk that mentioned above.
