1、 我国地方政府债发行规模适度性分析 摘 要 本文首先分析了中国地方政府债的 现状 ，研究了地方政府债的需求规模以及信用风险。在此基础上，运用回归模型预测地方政府可支配收入，并运用 KMV 模型分析地方政府债的违约概率，从而对地方政府债整体发行规模的适度性进行判断，得出以下结论：从整体上来说，我国 2009 年至 2011 年发行的地方政府债规模未达到最优规模，尚有发债空间， 2012 年至 2014 年地方政府债整体违约的概率不大，信用风险处于可控范围内。之后，本文对各地区地方政府债的信用状况进行分析，研究各地区地方政府偿债能力对地方政府债 整体 规模适度性的影响，研究结果表明：分地区来看，我
2、国各个地区的地方政府债信用风险不同，偿债能力较强的地区地方政府债发行规模不够，存在增发空间，而偿债能力较弱的地区可能存在地方政府债违约风险； 我国所有地方政府债中有 3720 亿元存在信用违约风险，占全部地方政府债总额的 62%。根据地方政府债发行规模适度性研究 的结论 ，本文对地方政府债的长期规范发展提供了一些建议。 关键词：地方政府债，发行规模，地方财政收入，信用风险，违约概率 THE APPROPRIATENESS ANALYSIS OF LOCAL GOVERNMENT BONDS ISSUANCE SCALE IN CHINA ABSTRACT This thesis first d
3、iscussed the current conditions of local government bonds in China, followed by the demand scale and credit risk analysis. Based on the above research, this thesis forecasted the disposable income of local government through regression model, estimated the default probabilities of local government b
4、onds using KMV model, and came to the following conclusions: the local government bonds issuance scales of 2009, 2010, and 2011 on the whole had not reached the optimal scales, and larger scales could be accepted; in general, the default probabilities of bonds with maturity in 2012, 2013, and 2014 w
5、ould be small, and credit risk would be within control. Then, this thesis analyzed the credit conditions of local government bonds by regions, and studied the effects of different solvency of different regions on general scale appropriateness of local government bonds. The findings showed that: firs
6、t, the credit risks of local government bonds of different regions were different, which meant that the local governments with stronger solvency could have issued more bonds while the local governments with weaker solvency might face default risks; second, there were 372 billion local government bon
7、ds under default risk, which covered 62% of the total scale. According to the conclusions of the appropriateness analysis of local government bonds issuance scale, this thesis made some suggestions on the long term development of local government bonds.
