2、城市基础设施任务的投融资公司，并成为地方政府投融资的主要融资平台，地方政府通过以坚持项目带动为抓手，以公司化，资本化运作的法人实体的搭建，作为地方政府的代表，行使地方政府出资人的职能，负责城市基础设施项目建设工作，地方财政工作发挥财政资金导向作用，通过融资举债进行城市基础设施的适度超前建设，由地方政府直接或者通过各种方式的融资，投向地方政府城市基础设施项目、城市建设项目的资金逐年增加，地方政府的城市载体功能和城市面貌发生了根本性变化，政府性投资对地区各项经济与事业发展的重要作用显而易见。事实证明，在各项事业的资金投入上，单靠地方政府的财政投入显然难以为继，与此同时，国家实行宏观经济调控，信贷资
3、金、土地出让、项目审批等日趋从紧，导致在城建基础设施建设资金方面，筹措难度增大，到期归还债务的压力加大。 本文通过回顾了地方政府投融资平台的产生、发展与面临问题，并对其进行了阐述,以福建省L市Q区政府投融资平台现状进行分析，探索更规范、更科学、更合理的运作模式，提出结合地方政府实际运作的模式，提出了完善地方政府投融资平台的优化策略，从而对构建债务风险体制，防范和化解政府债务，降低财政债务风险，为深化地方政府投融资体制改革及公共财政的发展提供一定的科学参考。 关键词：地方政府；投融资平台；优化策略 IIABSTRACT In recent years, along with the local
