2、的同时公民对与政府的公信力也大打折扣，增加了公民与社会的不安定因素。在如 此严峻的腐败环境下，根除杜绝腐败还给社会一个清新的政府环境显得极其重要。 本文通过四大模块的内容来阐释我国基层政府官员腐败及其治理。首先分析在腐败 的大环境下基层政府官员腐败的具体表现和特点，其主要内容包括国内外学者对腐败概 念的看法，基层政府官员拥有其自身特色的六大表现和四大特点和腐败的危害。其次深 层次的分析基层政府官员腐败的主客观原因，最后针对基层政府腐败的原因为其量身定 做一套应对政策。本文是从全国的腐败形势着手，积极探索身处公务员体制最底层的基 层公务员腐败问题，无论是制度的漏洞还是自身的原因都为腐败问题埋下了
