11、期演练制度编制： 审核： 批准： 2011年6月 事故应急救援预案定期演练制度一、培训根据接受培训的人员不同，选择不同侧重点，确定培训内容，制定培训计划。培训内容如下：1、对操作人员的培训内容鉴别导常情况并及时上报的能力与意识，对待各种事故如何处理；自救与互相救护的能力。2、对各应急救援专业队的培训内容各种器件、工具的技能与知识，任务的目的和如何完成任务；与上下级联系的方法和各种信号的含义。二、演练定期组织进行演练。公司进行事故应急预案演习是必不可少的，通过训练和演习可以验证事故应急预案的合理性，发现与实际不符合的情况，找出不足项和整改项，及时对预案进行修订和完善。（一）、每年至少组织一次应急
12、演练。(二)、进行事故应急预案的演习要注意以下事项1、事故应急处理预案编制完成后，公司应向所有员工以及外部应急服务机构公布；2、每一次演练后，公司应核对事故应急处理预案规定的内容是否都被检查，找出不足的缺点。检查主要包括以下内容：事故期间通讯系统是否运作，员工是否安全撤离；急救服务机构能否及时参与事故抢救；是否有效控制事故进一步扩大。（三）事故应急预案演练内容及分类1、分类事故应急救援演习：可分为室内演习和现场演习两种。室内演习又称组织指挥演习。主要由指挥部的领导指挥、通讯、防化等各部门以及救援专业队队长组成的指挥系统。在各级职能机关、部门的统一领导下，按一定的目的和要求，以室内组织指挥的形式
13、将各级救援力量组织起来，实施应急救援任务和对危害到的人员实施有效防护的指导。现场演习即事故设想实地演习。根据其任务要求和规模可分为单项训练、部分演习、综合演习三种。A、单项训练。针对性完成应急救援任务中的某个单科目而进行的基本操作。如个人防护训练、空气监测训练、通讯训练等等的单一课目训练。B、部分演习。部分演习是检验应急救援任务中的某个课目、某个部门准备情况，同应急单位部门之间的协调程度而进行的基本工作。C、综合演习。综合演习是检验指挥部的指挥、协调能力和救援专业队的救援能力及其配合情况、各种保障系统的完善情况及员工的避灾能力等。（三）演习基本要求和内容1、 基本要求。为了使演习得到预期的效果
14、，演习的计划必须细致周密，要把各级应急救援力量和应该配备的器材组成统一的整体。2、 演习的基本内容是根据演习的任务要求和规模而定，应有如下几个方面的内容： 各演习单位相互支援、配合及协调程度， 公司生产系统运行情况，公司内应急情景、公司内应急抢险、急救与医治； 公司内洗消、染毒空气监测与化验； 事故区清点人数及人员控制，防护指导，包括专业人员的个人防护及对员工对毒气的防护； 通信及报警讯号联络，各种标志布设及对危害区域的变化布设点的变更； 交通控制及交通道口的管理，治安工作； 员工及无关人员的撤离、防护区的洗消污处理及上、下源受污染情况调查，事故的善后工作；当时当地的气象情况及地形、地物情况及
