1、珠海建设智慧城市的对策研究Research on ways of constructing a Smart City of Zhuhai中文摘要“智慧城市”是科学的城市发展理念为参照，充分运用新一代信息技术，如物联网、光网络、云计算等技术手段，整合城市运行的各个核心系统，实现人、 物、城市功能系统的协同联动与无缝连接，从而智能响应民生、公共安全、环保、商务活动、城市功能等多种城市需求，建设安全、高效、绿色、便捷的城市形态， 创造美好幸福的城市生活。在全球信息化浪潮的影响下，世界各国政府和组织都提出了依赖信息技术来 改变城市未来发展蓝图的 计划 。 目前， 全球超过 100 个城市在进行智慧城市
2、的试点、规划和建设。我国政府也在抓紧研究和积极引导智慧城市的发展。我国很多 城市将推进智慧城市建设作为发展战略性新兴产业、提升城市运行效率和公共服 务水平、实现城市跨越式发展的重要契机，相继提出了智慧城市的发展方向并着 手规划建设。由于智慧城市还是一个崭新的领域，国内外智慧城市建设都处在摸索的阶段 ， 目前没有成熟的样本可以学习和借鉴。本文在深入研究智慧城市的定义、内涵和 主要特征后，分析国内外智慧城市发展概况，总结归纳各自的特点，再通过对比 分析国内外智慧城市发展情况，提炼出对珠海智慧城市建设可借鉴的经验。从珠海市的信息化发展水平来看，当地已经具备了开展智慧城市建设的基础 和条件。通过对珠海
3、发展智慧城市的现状和需求分析，研究珠海建设智慧城市的 对策建议。围绕“生态文明新特区、科学发展示范市”的城市发展定位，凸显经 济特区品牌、区位优势、发展空间潜力、生态环境资源等城市特色和优势，提出2将“建设泛在可信的基础设施，打造区域融合的智慧枢纽，打造产业创新的智慧 基地，打造和谐幸福的智慧典范”作为珠海智慧城市建设目标。在建设内容上， 珠海市智慧城市可在建设初期结合自身的优势，聚焦智慧主题，以“智慧的交通 运输、智慧的产寸V支撑、智熬的城市管珅、智熬的政务服务、智慧的社会服务、智慧的文化传承”此六大主题展开，而后再以主题辐射领域，从而引领智慧城市 的全面发展。关键词：城市发展智慧城市公共服

Currently, more than 10

A lot of city of our country will promote the Smart city construction as an important opportunity to develop strategic emerging industries, e
8、nhance the efficiency of the city and public service level, to achieve leapfrog development of the city, put forward the developmentdirection of city planning and construction of Smart.As the smart city is still a new field, the construction of domestic and foreign smart city are in the exploration

In this paper, after in-depth study of the definition, meaning and main features about smart city, analysis of domestic smart city development situation, summarized their characteristics, and through the comparative analysis of the development of smar
10、t2cities at home and abroad, to extract the smart of Zhuhai city construction can learn experience.From the information development level of Zhuhai, the local has the basis and conditions to carry out smart city construction. Through the development of Zhuhai status and needs analysis of smart city,
11、 put forward the countermeasure proposal of Zhuhai on constructing smart city. Around the city development orientation of the new ecological civilization SEZ and the scientific development model city, highlights the characteristics and advantages of the city SEZ brand, location advantages, potential
12、 for development, environment and resources, suggest that building a ubiquitous credible infrastructure, a regional fusion wisdom hub, and a wisdom base for industrial innovation, to create a model of harmony and happiness of wisdom as the goal of constructing smart city on Zhuhai.
